Can you find out who owns it?

Ownership in Quebec is public but retail. Baie-Comeau runs the sanctioned free channel itself: the City's evaluation page hands the visitor to a PG Solutions roll lookup that returns a rôle d'évaluation for one address at a time, and a sale price costs 1,50 $ per document at the Registre foncier du Québec. The province separately publishes all 8,782 Baie-Comeau assessment units in bulk (MAMH's December 2025 quarterly update) with land value, building value, lot area, storeys, year built, dwellings, non-residential premises and the statutory paragraph behind any exemption — but with the owner's name and mailing address cut out and re-identification expressly forbidden, so there is no lawful bulk owner join. The roll in force is the 2025-2026-2027 triennial, with a market-conditions reference date of 1 July 2023. What the roll leaves out matters here: art. 68 states that "un barrage ou une centrale et les ouvrages qui en sont les accessoires ne sont pas portés au rôle", and art. 65(1°) excludes industrial machinery, so a hydro town's generating assets and a smelter's potlines are both invisible.

The deposited roll that MAMH's Sommaire du rôle 2026 summarises has 8,777 units, $2,657,691,600 in all and $2,200,660,050 taxable — and $2,200,660,050 × 1.09, the Sommaire's facteur de redressement (RFU CSALX02163), reproduces MAMH's published uniformised taxable value of $2,398,719,455 to fifty cents. Alcoa's 10-K states that Manicouagan Power Limited Partnership — a joint venture of Alcoa affiliates and Hydro-Québec, 40% Alcoa — "owns and operates the 335 megawatt McCormick hydroelectric project" on the Manicouagan River. There is a rue McCormick in Baie-Comeau; there is no generating station of material value on its roll. Art. 65(1°) does the same for the smelter's potlines.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Baie-Comeau is a company town whose company is on a U.S. stock exchange, and the rest of the roll belongs to the state. Alcoa's smelter is 8% of the city on its own; the health network, the school network and the City account for another 15%; and the second largest private land holding, the paper-mill site, was bought by an Ontario family company in December 2024 for a use that no longer involves making paper.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Baie-Comeau has essentially stopped adding housing. The roll records only 21 assessment units built anywhere in the city in 2019-2025, carrying 14 dwellings between them, and RL0307A is populated only where a unit has a single identified main building, so that is a floor rather than a total. There are no CUBF 1010 social-housing units on the roll. Quebec publishes no builder league table and no named Baie-Comeau developer could be established from a source that opened, so the entries below are what the roll establishes about the stock rather than who built it.

Three other units in the same file cite the federal Payments in Lieu of Taxes Act by its proper code, M-13, so PLIP-1 is something else, and the federal real-property register lists no Transport Canada holding at the Baie-Comeau port.
