So the open record can say that the mall at 1290 St. Peter Avenue sold on 5 February 2024 for $9,500,000 against an assessment of $9,198,000, and cannot say to whom. The one large building in the city whose owner a free register does name is the federal office tower on Harbourview Boulevard, which also carries the biggest tax bill in Bathurst after the hospital.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Concentration in Bathurst runs through the public sector and through chains, not through a local family office. Four institutional accounts — the hospital, the two largest schools and the college — carry $198.8 million of the $1.87 billion roll, 10.6 per cent, and none of them has a named owner in any free file. The Government of Canada is the largest identifiable landowner at roughly 199 hectares, almost all of it a rifle range. The named private holders are three REITs from Toronto, Fredericton and New Glasgow, and a Saint John family group whose retail arm occupies a named parcel.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Bathurst is not an apartment city and the roll shows it. Of 7,740 accounts, only 26 carry a description that states a unit count, 395 units in all — against 2,440 units on 79 accounts in Riverview, a municipality with almost exactly the same number of accounts. The largest single block is 42 units of provincial housing on Rue Lavigne-Frenette; nothing in the city exceeds it. Only two accounts over $1 million were first assessed in 2026, so new construction is slight. There is no builder league table for New Brunswick and no CMHC starts series for Bathurst — Statistics Canada's open cube 34-10-0143 carries no New Brunswick city — and Killam Apartment REIT's Q2-2026 portfolio summary confirms its New Brunswick apartment markets are Moncton, Fredericton and Saint John only. Bathurst's retail ground is held from outside the province and its best office building is held by the Crown. Choice Properties REIT (Toronto) carries the St. Peter Avenue centre; Plaza Retail REIT (Fredericton) holds two strips, one on each of the city's two commercial arteries; Crombie REIT (New Glasgow) holds a grocery store. The Government of Canada owns the largest office building outright and leases space in two more. Killam owns no apartments here. What is left — the enclosed mall, the Walmart, the Kent store, the 1155 St. Peter Avenue block — is anonymous in every free file.
