Bolton, Ontario

Bolton has never been a municipality in its own right: Canada's names authority classifies it as an unincorporated place and, more precisely, as "a separately named area within the limits of an incorporated municipality", with a decision date of 1 January 1974 — the day regional government came to Peel and the Town of Caledon was created around it. Caledon governs, assesses and bills it. What makes Bolton worth a record is that it holds the single largest building in the town and one of the largest in the Greater Toronto Area: CT REIT's 1.4-million-square-foot Canadian Tire distribution centre on 181 acres at 8400 Healey Road, bought from Canadian Tire in a 2016 sale-and-leaseback at a total investment of $325 million. Nothing else in Caledon comes close, and the town's whole office-building assessment class is worth $1.47 million — less than one per cent of its farmland.

Can you find out who owns it?

Bolton is a community inside the Town of Caledon and was never a municipality. Natural Resources Canada's geographical names database records it in Peel with the concise code UNP — an unincorporated place — and the generic code 200, which the same database defines as "a separately named area within the limits of an incorporated municipality"; its decision date is 1 January 1974, the date the database also gives for the Town of Caledon itself. The Town of Caledon files the Financial Information Return, MPAC assesses the parcels and Caledon and the Region of Peel levy the taxes; no Bolton figure exists anywhere in Ontario's published municipal finances. Ownership follows the provincial rule and the rule is that the register is public but not open: ServiceOntario states the land registry "contains the official records of property ownership and other legal interests such as mortgages, transfers and leases", that it "covers more than 7.4 million parcels of land in the province", that services "are only available online", and that on OnLand "You can do a self-search for a fee". Bulletin 2026-04 sets that fee at $37.10 per parcel register from 2 November 2026. There is no bulk ownership extract at any price, Teraview is for licensed users only, MPAC's values sit behind three log-in-only products and are still pegged to 1 January 2016, and Ontario publishes no price-paid file — so every Bolton owner in this record is here because a REIT, a developer or the federal register published it, not because a register was searched.

The core land

The most valuable ground in the city, and what the public record says about it.

Everything financial in this section is the Town of Caledon's and not Bolton's, and the record says so plainly: the Financial Information Return is filed by the municipality, Caledon files one return for 688 square kilometres, and nothing in it is broken down by community. What the Caledon return does show is the shape of a town that is mostly farmland with one enormous warehouse in it — the office-building assessment class for the entire municipality is $1.47 million, against $963 million of farmland and $17.7 billion of housing.

It is the sharpest single statement of what Caledon is: a municipality of 688 km² in which the entire office-building class is worth less than two single-family houses in parts of the GTA, while the farmland class alone is worth almost a billion dollars. Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Caledon is a town of 688 square kilometres with a billion dollars of farmland assessment and almost no office floor space, and Bolton is the one place in it where land is held in large commercial blocks rather than in fields.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Bolton's house building divides neatly into two kinds of company and the builder register shows both. One kind is local and old: four separate licensees share a single address at 2 Holland Drive in Bolton, and the largest of them, Willow Terrace Estates Inc., has 211 possessions. The other kind is a Greater Toronto platform that incorporates a numbered or named company for each Bolton subdivision and registers it at head office in Concord, Aurora or Toronto — Zancor Homes (Bolton) Ltd., Camcos (Bolton Village) Inc., Paradise Developments King Street Bolton Inc. Two of those three were licensed in the last eighteen months and have no possessions yet, which is what the front edge of a subdivision looks like in this register. The standing caveat applies: the directory gives the licensee's REGISTERED address, not where the homes were built, and figures are cumulative province-wide possessions, 2016–2026.

Bolton's commercial property is unusually legible for a community of its size, because the two biggest things in it are owned by listed REITs that publish property-level detail. Between them CT REIT and SmartCentres account for about 1.64 million square feet in one community — more floor space than many Ontario cities hold in total — and the rest of the Healey Road and Coleraine Drive industrial district is a mix of owner-occupiers and private landlords that no opened source names.
