Burnaby, British Columbia
Three companies are rebuilding Burnaby into four downtowns on 112 acres of former shopping-mall parking — a Quebec pension arm at Metrotown, a private Vancouver developer at Brentwood and Lougheed, and a Texas fuel partnership that acquired the refinery on Burrard Inlet on 31 October 2025 — and the City's open data names the owner of exactly sixteen sites in the whole municipality, all of them its own.

Land titles in British Columbia belong to a public register run by the Land Title and Survey Authority, and anybody may search it — but a search is priced at $11.06 on the LTSA Customer Fee Listing as at April 1, 2026, there is no bulk owner product at any price, and the province publishes no price-paid file. Since 30 November 2020 corporations, trusts and partnerships that own BC land have had to file transparency reports with the Land Owner Transparency Registry, live to public search since 30 April 2021 and priced at NIL on the same schedule — it is the one register in Canada built to name the people behind the companies. Burnaby's own open data is parcel geometry and legal identity: a Legal Parcels layer of 36,906 parcels with PID, roll number, plan, lot area and heritage status, of which 2,459 are strata and 15 are air space parcels, and no assessed values and no owner names anywhere in it. The single exception is a dataset the City publishes about itself — sixteen non-market housing developments on City-owned land, each with the non-profit society that runs it named.

The core land
The most valuable ground in the city, and what the public record says about it.
Burnaby publishes parcels, not values: the Legal Parcels layer is the legal fabric of the city with PID, roll number, plan, district lot, lot area and heritage status on every parcel, and no money and no names. The City's own site 404s on its budget and finance path, so no municipal assessed-value total could be read first-hand, and BC Assessment forbids commercial use of the values it does publish. What can be measured here is land area and the City's own holdings.
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Burnaby is the clearest case in Metro Vancouver of homes being built by the company that will keep them: SHAPE is building 6,000 homes at Brentwood and over 10,000 at Lougheed on land it holds, and it manages the rental towers itself rather than selling them. CMHC's monthly series does not split the Vancouver census metropolitan area by municipality — the CMA started 27,185 homes in 2025 and 17,298 in the eight months to August 2026, with 61,331 units under construction at August 2026 — and Canada publishes no builder league table, so the figures below are project counts from the builders' own pages.

Burnaby's commercial ground is unusually concentrated: two owners hold the three town-centre mall sites, one US partnership holds the refinery, and the City holds the land under every non-market housing project in the municipality. Figures are each owner's own disclosure or a filing.
