Can you find out who owns it?

Cap-de-la-Madeleine is governed and assessed by the Ville de Trois-Rivières, which absorbed it in 2002 along with the other municipalities whose historic rolls the City now keeps in its archives. There is no Cap-de-la-Madeleine assessment roll: the relevant document is Trois-Rivières' 2025-2026-2027 roll, deposited in August 2024, in force 1 January 2025, against market conditions at 1 July 2023. Ownership in Quebec is public but retail — the City publishes a per-property roll consultation, free, and states that the data in it "sont la propriété exclusive de la Ville de Trois-Rivières" and "destinés uniquement à des fins de consultation personnelle" — while a sale price costs 1,50 $ per document at the Registre foncier du Québec. MAMH's quarterly roll file carries all 52,210 Trois-Rivières units with every field except the owner's name and mailing address, and the province forbids re-identifying them.

The most valuable ground in the city, and what the public record says about it.

This record's method, stated plainly because the limitation matters more than the numbers. Cap-de-la-Madeleine has no roll, so the figures come from Trois-Rivières' roll — read from RM37067.xml, MAMH's January 2026 quarterly update (52,210 units) — restricted to units whose matricule division, RL0104A, which the MAMH field dictionary describes as derived from the X,Y coordinates of the unit's visual centre, falls in one of the three City electoral districts that cover the sector: de la Madeleine, de Châteaudun and des Estacades. The City publishes both layers as open data: 355 polygons labelled "QUADRILLAGE MATRICE (NAD 83)" carrying the four-digit division number, and the fourteen electoral districts. That is a district-based approximation of a municipality abolished in 2002, not its legal boundary. The deposited roll that MAMH's Sommaire summarises ($23,577,706,129; $20,808,206,918 taxable) × 1.1, MAMH's facteur de redressement, gives MAMH's uniformised $22,889,027,610 to within twenty cents; the quarterly file is 0.67% above it and the two are not reconciled line by line.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

In a sector that is not a municipality, the largest holders are the bodies that would have been there anyway: a school service centre, the health network, the City of Trois-Rivières and a religious institution. Between them they hold $468 million of assessed value and pay no property tax on any of it, which is 12.15% of the sector against 11.64% city-wide. New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

The Cap sector holds 15,850 of Trois-Rivières' 77,798 dwellings — 20.4% of the city's housing against 16.24% of its assessed value, which is the clearest single number about the place: it houses proportionally more people in proportionally cheaper stock than the rest of the city. Its two largest residential buildings are seniors' housing, one taxable and one state-owned, and the newest significant construction in the sector since 2019 is the 2024 CHSLD on rue Fusey. Commercial Cap-de-la-Madeleine is two things: the rue Barkoff retail cluster and a light-industrial belt along rue Berlinguet, rue Saint-Laurent and boulevard Thibeau. The sector's biggest industrial buildings are machine shops, which fits a corner of Quebec that makes wind towers; the biggest retail is a 1971 mall. Nothing in the sector appears in a REIT's published property schedule, and the open roll names none of the owners, so the figures are the roll's own.

Art. 204(8°) establishes that it is a corporation épiscopale, a fabrique, a religious institution or an incorporated Church; the shrine's own pages describe the Oblats de Marie Immaculée's mission there but its /a-propos-2/ section renders in JavaScript and no title statement could be read.
  • What the Cap-de-la-Madeleine sector's own assessed value was before 2002, and whether the City's archived constituent rolls are machine-readable. Trois-Rivières states that some have been digitised and are available online in its Archives section, but the section was not opened.
