Concord, Ontario
Concord is not a municipality: Canada's names authority classifies it as an unincorporated place and Ontario's boundary layer puts it in the City of Vaughan, which assesses and bills it as part of a $114.19 billion tax base that is never broken down. What makes Concord worth a page is what the business parks between Steeles Avenue and Highway 7 contain — 402 of Ontario's 9,848 licensed builders and umbrella accounts give Concord as their registered address, second only to Toronto and ahead of Ottawa, London and Vaughan itself — plus a shopping centre split 51/49 between Ivanhoé Cambridge and LaSalle, CN's MacMillan Yard, and a federal government that owns one building here and rents the rest.

Concord is a community in the City of Vaughan, not a municipality of its own. Natural Resources Canada's geographical names database records "Concord" (id FASNC) with the concise code UNP — "UNP-Unincorporated place" — in York, decided 4 May 1950, and Ontario's own Municipal Boundary (Lower and Single Tier) layer returns CITY OF VAUGHAN, a Lower Tier Municipality under the REGIONAL MUNICIPALITY OF YORK, for that point. Vaughan assesses nothing itself: MPAC values the parcels, Vaughan and York Region levy against them, and neither publishes a roll. Ownership follows Ontario's rule. ServiceOntario states its land registry "contains the official records of property ownership and other legal interests" and "covers more than 7.4 million parcels of land in the province", that services "are only available online", and that on OnLand "You can do a self-search for a fee" — $37.10 per PIN for a parcel register from 2 November 2026. There is no bulk extract at any price, Teraview is licensed-users-only, MPAC's values are log-in only and still pegged to 1 January 2016, and Ontario publishes no price-paid file. Concord has no community-level anything: no return, no roll, no boundary in law.

The core land
The most valuable ground in the city, and what the public record says about it.
Concord has no Financial Information Return, no assessment roll and no tax levy of its own; the City of Vaughan files one return for the whole city and the figures below are Vaughan-wide, NOT Concord's. They are still worth reading for Concord, because Concord is where almost all of Vaughan's industrial and office floor sits: Vaughan's industrial classes are 4.5 per cent of its tax base against 1.0 per cent for Toronto, and the employment belt between Steeles Avenue and Highway 7 is the reason. Nothing in the open record splits that number out.
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
The single most surprising fact about Concord is that it is the second most common registered address in Ontario's entire homebuilding industry. Of 9,848 licensed, conditionally licensed and umbrella accounts in the Home Construction Regulatory Authority's directory, 402 give Concord as their city — more than Ottawa (350), London (345), Markham (334) or Vaughan itself (304), and behind only Toronto (1,561). An unincorporated place inside Vaughan is the registered home of a twenty-fourth of the province's licensed builders, because the Highway 7 and Keele Street business parks are where the industry keeps its offices. The figures are each umbrella group's "Total Possessions" — freehold and condominium homes actually occupied by a buyer, cumulative and province-wide — and the directory's own caveat governs them: it records the licensee's registered address, not where the homes were built.

Concord's commercial ground belongs to four very different kinds of owner: a Quebec pension fund and an American fund manager who split the shopping centre, a listed railway whose classification yard is the largest single industrial footprint in the community, a Crown corporation that owns its delivery depot outright, and a listed retail REIT that runs 3,500 acres of Canadian land from an office on Highway 7 without saying whether it owns that office. The federal government, by contrast, rents almost everything it occupies here.

- That CN MacMillan Yard lies in Concord. CN's own SEC filing places it in "Toronto"; Ontario's boundary layer confirms the City of Vaughan for the Concord place-name point and for the Creditstone Road frontage beside the yard, but no document opened states the yard's street address, its municipality or its acreage.
- Concord's boundary. It has none in law: the record uses Natural Resources Canada's place-name point and, for individual streets, the city field that HCRA licensees declare for their own registered addresses.
- Any price for Vaughan Mills or for the 49% stake. Ivanhoé Cambridge's release states the transaction and the date and no figure.
- Vaughan Mills' gross leasable area. The release gives visitor numbers, a 1.7 km plan and 97% leased, but no floor area.
