Edgewood and Fauquier, British Columbia
Edgewood and Fauquier are unincorporated localities in Electoral Area K of the Regional District of Central Kootenay — no council, no municipal assessment roll, no annual report — and the single fact that shaped both of them is the Arrow Lakes Reservoir: the Keenleyside Dam flooded the valley in 1968 and moved whole communities uphill, the province still holds a 13,025-hectare flooding reserve over Crown land "within a radius of 3 miles of the centres of Revelstoke, Burton and Edgewood", and the regional district's own community plan names B.C. Hydro as the owner of land along the lakes and of the community water and sewer systems that serve both villages.

British Columbia's land title register is run by the Land Title and Survey Authority and anyone may search it, but each search is a paid transaction: $11.06 for a search under section 377 of the Land Title Act on the fee schedule current at 1 April 2026. There is no bulk owner product and no price-paid file. The Land Owner Transparency Registry, which names the individuals behind corporations, trusts and partnerships holding BC land, is free — the LTSA fee schedule prices a search of publicly accessible information under section 35 of the Land Owner Transparency Act at NIL — and it has been searchable since 30 April 2021, with filing obligations running from 30 November 2020. What changes at Edgewood and Fauquier is everything below the register: neither place is a municipality, so there is no municipal assessment schedule, no annual report, no permissive tax-exemption list and no council minutes to read. The public record of who owns what here is provincial — ParcelMap BC parcel classes, Crown land tenures and forest tenures — and none of those layers carries an owner's name.

The core land
The most valuable ground in the city, and what the public record says about it.
There is no municipal assessment roll for either community, and that is the finding: the province's Local Government Statistics Schedule 701 — which gives assessed value by property class for every BC municipality, and is the fastest way to see whether a mill sits in a town's tax base — has no row for Edgewood or Fauquier, because neither is a municipality. Rural property here is assessed by BC Assessment and taxed provincially, and the province publishes no class-by-class total for an unincorporated locality. What can be counted is land: parcel classes from ParcelMap BC, Crown reservations from the TANTALIS tenure register, and cutting rights from the forest-tenure register.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Ownership around Edgewood and Fauquier is dominated by the Crown and by the reservoir. The province holds the land: Crown parcels are roughly the equal of all private parcels inside both localities, and a 13,025-hectare flooding reserve still sits over the Crown land around the lakes. BC Hydro is the second body the public record names — the regional district's own community plan refers to "land owned by B.C. Hydro along the Arrow Lakes" and to the community water and sewer systems it holds in these villages — and the 92 parcels ParcelMap BC classes "Crown Agency" inside the two communities are consistent with that, although the layer never names the agency. Forest companies hold cutting rights, not land: Interfor's Tree Farm Licence 23 and Tolko's Forest Licence A20191 both work Crown ground here. No private company or family is named as a large holder in any public record examined, and this record does not guess at one.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
There is no housebuilding industry here and no builder-level data at all. Neither community is a municipality, so neither issues building permits or publishes a permit count — building inspection for Electoral Area K is an RDCK service — and CMHC's starts series covers centres of 10,000 people and over, which excludes the whole valley. The Area K Official Community Plan records the direction of travel instead: occupied dwellings in the electoral area fell from 982 in 2001 to 820 in 2006, a 16.5% decline, and the area's median age in 2006 was 50.9 against 40.8 for BC. New houses here are built by individual owners and local contractors, and no source names one with a figure.
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
The Area K plan designates Burton, Fauquier and Edgewood as "the commercial focal points in the planning area", which at this scale means a store, a pub and a post office in each. No public record examined names the owner of any commercial building in either community, and there is no assessment roll to read: with no municipality there is no business-class total to report. The only commercial-scale holdings the public record does name around the two villages are forest tenures and a heliski tenure, all licences over Crown land, and they are recorded under landowners rather than here.

- Whether BC Hydro is in fact the largest single landholder at Edgewood and Fauquier. The hypothesis is well supported in kind — the reservoir flooded the valley, the regional district's bylaw names BC Hydro as an owner of land along the Arrow Lakes and as holder of both community utilities, and 92 parcels in the two localities are classed Crown Agency — but no source quantifies BC Hydro's holding, and the public Crown-tenure view serves CLIENT_NAME as null for every feature. Establishing it would need title searches parcel by parcel at $11.06 each, or a BC Hydro property disclosure that does not appear to exist.
- The company that operates the Needles cable ferry. The province publishes that the inland ferries run "under private contract", and the Arrow Lakes Ferry Agreement it publishes — covering the Upper Arrow Lake, Needles, Arrow Park and Adams Lake routes to 30 November 2028 — is a contract form whose Contractor field is left blank ("a corporation having an office at @"). Neither the ferry page nor the contracts page names the operator.
- Whether the Edgewood and Fauquier community water and sewer systems have since been transferred from BC Hydro to the RDCK or to the communities. The Area K OCP contemplates the transfer as a policy; no record examined states that it happened.
- The registered owner of every parcel in both communities. No open BC dataset names the owner of any parcel: ParcelMap BC's public extract is geometry, PID and an owner class; BC Assessment's roll is licensed to named users and its site forbids commercial use of the values; LOTR names only the individuals behind corporations, trusts and partnerships, and land held directly by an individual is out of its scope.
- The freehold Interfor holds inside TFL 23 near Edgewood. The province's TFL Schedule A layer — the layer that maps land a tree farm licensee actually owns — could not be reached: WHSE_ADMIN_BOUNDARIES.FADM_TFL_SCHEDULE_A and ..._SP both returned HTTP 400 on every attempt.
- Ownership of the Edgewood and Fauquier community halls, the Edgewood school, and the Fauquier golf course. No public record examined states who holds any of them.
