Edmundston is a Madawaska mill town on the Maine border, and the open record names its mill: Twin Rivers Paper Company says on its own site that its operations comprise a pulp and energy complex in Edmundston, and the provincial roll assesses that complex at $25.16 million with a tax bill of $1.2 million — the second largest in the city after the hospital. What the register will not say is who bought the office and retail building at 121 rue de l'Église for $14,960,000 on 14 February 2025, the largest commercial price in the city's open file. New Brunswick publishes every assessment and every registered consideration under a licence marked 'Restriction on use: Unrestricted', and charges $17.50 a parcel for the name.

Service New Brunswick's Property Assessment Online needs no account and returns a property's location, taxing authority, description, five years of assessment and tax levy, and its registered sales — the amount being, in the service's own words, 'the sale price documented at the time of registration', with $1 transactions excluded from that display. GeoNB republishes the same material province-wide as a monthly bulk download of tab-separated files whose catalogue entry reads 'Restriction on use: Unrestricted. License: Open Government Licence', and the licence itself grants a worldwide, royalty-free, perpetual licence to copy, publish and distribute the information 'including for commercial purposes' while expressly exempting Personal Information — which is exactly why no file in it carries an owner's name. For the owner you go to the land registry and pay per look: Real Property Online, which describes itself as providing 'fee-based, real property information to the public in real-time, including property owner information', charges $17.50 per report package plus HST with documents and plans at $1.00 each, while the professional channel PLANET is open only to subscribers at a flat $65 per month from 1 March 2026.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

One company and one hospital dominate Edmundston's roll, and only one of them can be named. Twin Rivers' pulp and energy complex and the twenty-six other industrial and commercial parcels that moved with it in April 2010 are the city's industrial base; the hospital, the Université de Moncton campus, the CCNB campus, the Centre Jean Daigle and the Boulevard Hébert-Nord care home carry $237 million between them, 11.4 per cent of the whole roll, and none of them has a named owner in anything free. The Government of Canada holds 1.56 hectares. There is no identifiable local family holding in the open record, because the open record stops at the parcel.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Edmundston's apartment stock is old, institutional and small-scale. Only 32 of its 8,719 accounts carry a unit count in the roll's description, 682 units in all, and the five largest are a 60-unit special care home, a 51-unit building, a 48-unit special care home, a 44-unit apartment and 40 units of senior housing — seniors' accommodation rather than market rental. Not one account over $1 million was first assessed in 2026, so there is no new construction of scale in the open record at all, in a city whose roll grew only 26 per cent in five years. Killam Apartment REIT's Q2-2026 portfolio summary confirms its New Brunswick markets are Moncton, Fredericton and Saint John only. Edmundston's commercial ground follows a pattern visible across small-city New Brunswick: the grocery-anchored retail belongs to REITs headquartered elsewhere, the mill belongs to a private equity joint venture in Connecticut and New York, and everything else is anonymous. Choice Properties holds the Superstore, Crombie holds the IGA Extra, Plaza holds two strips on the city's two commercial arteries, and the Walmart, the Canadian Tire, the main office building and both hotels have no named holder.
