Gaspé, Quebec
Two governments own two-thirds of Gaspé: the State of Quebec holds 596 km² of the city's 1,259 km² of titled land and Canada another 239 km², almost all of it Forillon — and the one genuinely large private building is a wind-turbine blade plant where the company owns the ground and its own contractor owns the newest hall and leases it back until 2052.

Ownership in Quebec is public but retail. Gaspé runs the sanctioned free channel itself — the City's roll page offers a "Portail de données immobilières (accès citoyen)" that returns one property at a time, with a separate professional access — and a sale price costs 1,50 $ per document at the Registre foncier du Québec. The province separately publishes every Gaspé assessment unit — 11,405 in MAMH's June 2026 update — in bulk with land value, building value, lot area, storeys, year built, dwellings, non-residential premises and the statutory paragraph behind any exemption, but with the owner's name and mailing address cut out and re-identification expressly forbidden, so there is no lawful bulk owner join. Gaspé's roll is the oldest in this batch: the 2024-2025-2026 triennial, in its final year, with a market-conditions reference date of 1 July 2022, so its values are four years stale and a 1.18 equalisation factor is applied to compare it with other municipalities.

The core land
The most valuable ground in the city, and what the public record says about it.
The deposited roll reconciles exactly: $2,410,445,200 in all, less $473,589,500 non-taxable, leaves $1,936,855,700 of taxable value, and $1,936,855,700 × 1.18 — the Sommaire du rôle's facteur de redressement as MAMH publishes it (CSALX02163) — is exactly $2,285,489,726, the figure MAMH publishes as Gaspé's uniformised value of taxable immovables; MAMH's Sommaire workbook row 03005 carries the same totals. The factor is 1.18 rather than 1.00 because Gaspé's roll is in the third year of its triennial and its reference date is 1 July 2022. Re-sourced 2026-10-10 from MAMH's quarterly roll (www.mamh.gouv.qc.ca/role/RM03005.xml); the earlier build used a host whose robots.txt disallows crawling. That file is the June 2026 update: 57 more units and $26,347,600 (+1.09%) more value than the deposit, which moves the hospital (+$1.74M), the Sandy Beach centre (+$0.49M), 167 rue de la Reine (+$2.24M), 21 rue des Lilas, the secondary school at 85 boulevard de Gaspé and the CHSLD on boulevard du Renard, and every class total; unit-level and class figures below are from it.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Gaspé is not a city with large landowners; it is 1,260 km² of which two governments hold two-thirds and 11,405 assessment units hold the rest. The whole private sector of the roll amounts to less than the State's forest by area and less than the institutions by value, and the one asset of national scale is a wind-turbine blade plant whose newest hall belongs to the contractor who built it.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Gaspé is the one place in this batch that is still building, and it builds houses rather than buildings. The roll records 322 assessment units built in 2019-2025 carrying 404 dwellings — more than Sept-Îles and Baie-Comeau combined — but the largest residential holding in the whole city has just 62 dwellings, and the biggest new building of the last five years is a state-owned CHSLD. There are no CUBF 1010 social-housing units on the roll and only two art. 204(5°) municipal-mandatary units. Quebec publishes no builder league table and no named Gaspé homebuilder could be established from a source that opened, so the entries below are what the roll establishes about the stock.

Gaspé's commercial property is a strip on boulevard de York, a small centre on montée de Sandy Beach, an older block on rue de la Reine and two hotels. Radio-Canada establishes that Pomerleau owns the new section of the plant and leases it to LM Wind Power under an emphyteusis to 30 November 2052, but it gives no civic address, the roll's unit on rue des Lilas has no civic number, and the open file redacts the name.
- Which CEGEP body holds 96 rue Jacques-Cartier, and which school service centre holds each of the 22 Gaspé parcels the roll exempts under art. 204(13°).
- Whether the State or the Société québécoise des infrastructures holds the 596.3 km² of art. 204(1°) land, including the 374.94 km² forest block at montée de Corte-Real. The paragraph covers both and the roll does not distinguish them.
