Gatineau is the one Canadian city where the biggest landlord is the federal government and you can show it from two independent public files: Public Services and Procurement Canada discloses 40 properties and 973,098 m² of floor area on the Quebec side of the river, and MAMH's statutory Sommaire of the municipal roll records $2.40 billion of value over 143 units exempt under the paragraph reserved for the Crown in right of Canada — the largest exempt class in the city, ahead of the municipality's own — while the Crown only lease-purchases the two towers at 30 Victoria and 22 Eddy.

Can you find out who owns it?

Ownership in Quebec is public and free, but only one property at a time, and in Gatineau the free lookup is behind a CAPTCHA. The city runs an online roll at www3.gatineau.ca/servicesenligne/evaluation with address, cadastre and matricule searches, and its own page points to it as "Consulter le rôle d'évaluation – De 2024 à 2026"; the search form requires a "code de sécurité" from a CaptchaImage, valid five minutes, so a human can read any owner and a script cannot. The provincial bulk file covers all 103,287 Gatineau assessment units (the Sommaire count) with land value, building value, lot area, storeys, year built, dwellings and the statutory paragraph behind any tax exemption, but with the owner's name and mailing address cut out and re-identification expressly forbidden. A sale price appears only in the Registre foncier du Québec, at 1,50 $ per document — although Gatineau's own financial statements disclose transfer duties, which is how the sale of Les Promenades Gatineau became public.

The most valuable ground in the city, and what the public record says about it.

Re-sourced 2026-10-10 from MAMH's quarterly roll (www.mamh.gouv.qc.ca/role/RM81017.xml); the earlier build used a host whose robots.txt disallows crawling. No such file exists for Gatineau, however: MAMH publishes no quarterly roll file for Gatineau: its quarterly index (www.mamh.gouv.qc.ca/role/indexRole.csv) lists no municipality with geographic code 81xxx and www.mamh.gouv.qc.ca/role/RM81017.xml returns 404, so the RM<code>.xml route the brief prescribes does not exist here. Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

In land rather than floor area, Gatineau's single largest owner is the National Capital Commission, and the gap is not close: 2,514.6 hectares in 177 separate properties, almost all of it undeveloped. MAMH's Sommaire shows the federal footprint from the roll's side: 143 units and 2,052.8 ha exempt as the Crown in right of Canada's, against 1,924 units and 2,729.1 ha exempt as the City's own, out of 31,563 ha on the roll.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Gatineau's housebuilding is dominated by locally controlled private developers, and 2025 was a collapse: CMHC counted 1,400 starts against 3,140 the year before. The City has responded with an interventionist housing committee — its comité-choc en logement approved 1,300 units in its first mandate and has now set a target of 1,500 non-market dwellings in three years, backed by $20M in the 2026 budget. No league table of Quebec builders by units exists, so the figures below are each company's own or a named outlet's.

The largest commercial landlord in Gatineau is not a company. PSPC holds 973,098 m² of floor area in the city across 40 properties, and DFRP's interest types show which of the downtown towers it owns outright and which it only leases. Private retail ownership turned over twice in three years: Les Promenades Gatineau passed from Oxford Properties to Promenades Gatineau Holding at the end of 2024, with Westcliff running it since June 2023.

  • Who owns Casino du Lac-Leamy. Loto-Québec's own page states that its subsidiary Casiloc handles construction, equipment and premises for Quebec's casinos, but does not say Casiloc holds title; the earlier build's observation that the roll taxes the unit in full (rather than exempting it as an immovable of the Quebec State) came from a disallowed host and could not be re-read.
  • Who owns 22 rue Eddy, 30 rue Victoria, Place Vincent-Massey (349-351 boulevard Saint-Joseph) and Place de la Cité. DFRP records the Crown's interest in each as Lease Purchase or Lease or Licence, so none is Crown-owned — but no open file opened here names the holder, and Gatineau's free lookup is CAPTCHA-gated.
  • Whether PSPC now owns 455 boulevard de la Carrière outright. DFRP records it as Crown Owned (36,871 m²); the earlier build reported the roll taxing it in full, but that came from a host whose robots.txt disallows crawling and could not be re-read from an allowed source.
  • The identity of the arena at 500-520 boulevard de la Cité and its exemption paragraph: the earlier build read both from the bulk roll XML on a disallowed host, and MAMH publishes no quarterly roll file for Gatineau to re-read them.
