Guelph is the one city in this batch where the biggest builder and the biggest land purchase are the same company: Fusion Homes, licensed at 500 Hanlon Creek Boulevard with 1,828 homes delivered since 2016, bought the 325-plus acres of provincially owned land that will become the Guelph Innovation District in December 2021. Behind it sit a $10-billion private capital manager with its head office on Douglas Street, a university whose arboretum alone is 400 acres, a mall owned outright by a Toronto-listed REIT with a $85-million mortgage on it, and 263 acres of contaminated former prison farm the province still has not sold.

Ontario keeps the official record of who owns what, and sells it one parcel at a time. ServiceOntario states that land registry services are only available online and that the register covers more than 7.4 million parcels; anyone can look a parcel up through OnLand, but a copy of the parcel register costs $37.10 including HST under the fee schedule effective 2 November 2026. There is no bulk ownership extract and no open assessment roll - MPAC's values sit behind AboutMyProperty, propertyline and Municipal Connect, each requiring a login - and no price-paid dataset, so a sale price exists only on the registered transfer. What makes Guelph legible anyway is that so much of its land has been in public or institutional hands: the province published community updates on the former correctional centre, Infrastructure Ontario ran the Innovation District sale, the university publishes its own acreages, and Primaris has to publish its asset list.

No assessed value for any Guelph parcel is public: MPAC's per-property values sit behind three separate logins, and the City of Guelph's budget and finance landing page renders navigation and news headlines without figures. What is measured in Guelph is land in institutional and REIT hands, because both kinds of owner publish - and the private manager with the largest balance sheet in the city publishes a portfolio total rather than a Guelph total.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Guelph's ownership picture has an unusual symmetry: the land is institutional and provincial, and the private accumulation is being done by the company that builds the houses. Fusion Homes has both the largest building licence and the largest private land assembly; the province still holds 263 contaminated acres of a prison farm it opened in 1911 and closed in 2001; the university's arboretum alone is 400 acres; and the biggest financial player in the city, Skyline, owns almost nothing in Guelph itself - it manages $10 billion of other people's buildings everywhere else.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Guelph has the deepest homebuilding bench of any city in this batch - sixty licences at Guelph addresses - and they are almost all local families, several in a second or third generation, clustered in one business park on Hanlon Creek Boulevard. Fusion Homes is the clear leader and is also the city's largest private landowner, which is unusual: elsewhere in this batch the biggest builder and the biggest landowner are different kinds of company. The directory reports total possessions, 'the total number of freehold or condominium properties delivered by the licensee to homeowners', and the licensee's address rather than where the homes were built - Granite Homes and Reid-family companies build across the region. The pattern across every builder is the same shape: strong volumes to 2021, then a steep fall.
