Kelowna, British Columbia
Kelowna carries $65.5 billion of assessed value and started 2,600 homes across its metropolitan area in 2025, but a third of the municipality sits inside the Agricultural Land Reserve and its farm class is assessed at $22.0 million — and while no source publishes who owns the downtown towers, the province's liquor register names the owner of every winery in the city, and four of the twenty-four belong to one privately held Vancouver company.

British Columbia's land title register is run by the Land Title and Survey Authority and anyone may search it, but every search is a paid transaction: $11.06 for a title search under section 377 of the Land Title Act on the fee schedule current at 1 April 2026. There is no bulk owner product and no price-paid file, so the province publishes counts and aggregate values of sales rather than sale-by-sale records. What BC does have, and almost nowhere else does, is the Land Owner Transparency Registry — live since 30 November 2020 for new registrations, free to search, and designed to name the individuals behind the corporations, trusts and partnerships that hold BC land. In Kelowna the binding constraint is publication rather than the register: BC Assessment's own site forbids commercial use of its values, the city's open-data portal carries 282 datasets and not one of them is a property roll, and kelowna.ca refuses automated requests outright. The province does publish, openly and well, the layers that matter most here — the Agricultural Land Reserve boundary and the parcel fabric — and those give owner class, never owner name.

The core land
The most valuable ground in the city, and what the public record says about it.
Kelowna's roll is published in full by class by the province, and the two numbers that matter sit at opposite ends of it. The business-and-other class is worth $10.4 billion. The farm class is worth $22.0 million — three hundredths of one per cent of a $65.5 billion roll — on land that covers roughly a third of the municipality, because BC assesses farm land at its productive value rather than its market value. That single contrast is Kelowna's land economics: the most contested ground in the city is also the cheapest to hold. Figures are the 2026 assessment roll as published in Schedule 701, the Ministry's 2024 Schedules 201/305/503, the province's 2025 property transfer tax file, and our own grid measurement of the Agricultural Land Commission's open ALR layer inside the legal municipal boundary.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
At Kelowna's size the biggest holders are not the ones the skyline suggests. Measured by the province's own parcel layer, the largest titled parcels in the city are private and rural: 67 private parcels of 15 hectares or more covering 3,198 hectares, against 797 hectares across 23 municipal parcels and a single 158-hectare federal parcel under the airport runway. About 8,600 hectares of the municipality — roughly 40% of its dry land — is inside the Agricultural Land Reserve, and all of that is assessed at farm-use value rather than market value. The institutions are the other pole: UBC's Okanagan campus and Kelowna General Hospital are both large single-purpose holdings whose registered titles are not published. Nothing below is lifted from a title register or an assessment roll, and no individual is named.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Kelowna is the only place in the Okanagan where housebuilding happens at scale, and the scale is apartments: of 2,600 housing starts in the Kelowna census metropolitan area in 2025, 2,117 were apartment and other unit types. Canada publishes no builder league table — there is no BC equivalent of Ontario's Home Construction Regulatory Authority counts, and BC Housing's licensed-residential-builder register carries licences, not homes — so the builders below are named from their own project records with whatever figure those records state, and where a builder publishes no count this record says so rather than guessing. Two things in the market note are worth holding together: the CMA started 2,600 homes in 2025 against 3,334 in 2024 and 1,313 in the first eight months of 2026, and 4,034 units were still under construction at August 2026, which is more than a year and a half of starts at the current rate.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Kelowna's business-and-other assessment class is worth $10.4 billion, and exactly one national landlord is documented in it from its own records. Below that, the largest documented commercial holdings in the city are wineries — and the register that establishes them is the province's liquor licence list, which names the licensee company for every winery, brewery and distillery in British Columbia. Twenty-four of the fifty-three manufacturer licences inside the city are wineries. Downtown office and hotel ownership is not published anywhere this record could open.

- Who owns the significant downtown buildings. This is the question the record was asked and could not answer from documents. Nobody publishes building-level ownership in Kelowna: BC Assessment's roll is licensed to named users and its site forbids commercial use of the values, ParcelMap BC's public extract is geometry plus PID plus an owner class, the City's open-data portal carries 282 datasets and no property roll, and kelowna.ca returns 403 to every automated request so the City's own reporting could not be opened either. Establishing an owner downtown means buying an $11.06 title search, parcel by parcel.
- The owners of the Landmark District office cluster, the Delta Grand Okanagan Resort, Prospera Place and the Water Street towers other than One Water Street. Named to us as significant holdings; no document could be opened that states ownership. The developer sites that would normally carry them are broken or wrong — alstober.com and alstober.ca are both parked domains offered for sale, and kerkhoff.com is an unrelated German property group (the Kelowna builder is at kerkhoff.ca).

The Annual Information Form filed on SEDAR+ may carry a property description; SEDAR+ could not be read by automation and the company's own investor host returns 403.
- Vineyard land values per acre. BC Assessment values farm-classified land at its value for farm use and publishes no per-acre benchmark that may be reproduced; its site forbids commercial use of its data outright. The only published number this record can stand behind is the whole farm class on the roll: $21,950,643 for the City of Kelowna in 2026.
- Any per-builder homes count. BC has no equivalent of Ontario's Home Construction Regulatory Authority builder counts; BC Housing licenses residential builders without publishing homes per builder, and CMHC's series are by centre, not by builder.
