Leamington, Ontario
Leamington is the one place in this batch where farmland is the property market: the province's own return assesses its farmland class at $1.094 billion, 28.7 per cent of the whole taxable base, and the municipality states that nearly 2,000 acres in the area are under glass - the largest concentration of greenhouses in North America. The single largest nameable owner is a NASDAQ company: Tilray Brands' 10-K records 2.9 million square feet of owned greenhouse at Leamington, where it is also headquartered, and the old Heinz plant is 1.6 million square feet held by Highbury Canco.

Ontario's land registry is public but never free. The core land
The most valuable ground in the city, and what the public record says about it.
No individual Leamington assessment is public, but the Financial Information Return gives the whole base by class, and in Leamington that is the entire story. The 2025 return for Leamington M was last updated 30 September 2026. Farmland - which in Ontario includes greenhouse land in the farm class - is assessed at $1.094 billion, 28.7 per cent of the taxable base, against an industrial subtotal of $68.4 million. Because the farm class is rated at a quarter of the residential rate, that 28.7 per cent of value produces only 7.4 per cent of the tax. Nothing else in this batch of five towns looks remotely like it.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Ownership here is agricultural and corporate at the same time. Farmland carries 28.7 per cent of Leamington's assessed value but only 7.4 per cent of its tax, because the farm class is rated at a quarter of the residential rate - which is why a greenhouse of national significance can sit in a town whose industrial class is only $68.4 million. The named holders fall into three groups: a cannabis company that files with the SEC and therefore says what it owns; family greenhouse firms that publish their acreage but not their title; and the Crown, which owns Point Pelee National Park, 1,519 hectares of it, inside the municipal boundary. Two of the biggest greenhouse names in the region - Mastronardi Produce and Red Sun Farms - are Kingsville companies, not Leamington ones, and are deliberately not listed here.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Leamington's housing is built by small incorporated local firms, several of them numbered companies trading under a brand. The municipality's own 2025 return records 136 new residential units - 24 detached, 20 semi-detached, 15 row and 77 apartment or condominium-apartment units - a smaller output than Woodstock's 411 in a town two-thirds the size. Twenty builders are licensed at a Leamington address with Ontario's Home Construction Regulatory Authority. The usual caveat applies: the directory gives the licensee's registered address, not where the homes were built.

There is no REIT, no pension fund and no institutional commercial landlord in the Leamington record at all. The large floor area in this municipality is agricultural and industrial, and it is held by a Nasdaq-listed cannabis company, a private food manufacturer and a group of family greenhouse firms. The municipality's own major-employer list should be read with care: it still names Lakeside Produce, which entered insolvency proceedings in 2023.
