Lindsay, Ontario
Lindsay has not been a municipality since 2001: it is a community inside the City of Kawartha Lakes, which governs it, assesses it and bills its taxes from an office on Francis Street in Lindsay itself. That makes Lindsay the seat of a municipality forty times its own size, and the largest buildings in the town are owned by governments and institutions that can be named from free records - a provincial jail, a hospital that carries $92.5 million of buildings, a 166-bed municipal long-term care home, and twelve federally owned residential buildings. The post office and the two federal offices in town are all leased, and none of their landlords can be named.

Ontario's land registry holds the official record of ownership for more than 7.4 million parcels, and ServiceOntario states that its land registry services are only available online. Anyone may look up who owns a parcel through OnLand, but only by paying: ServiceOntario's fee bulletin sets a copy of a parcel register at $37.10 including HST from 2 November 2026, with $2.56 per additional page and $13.15 per adjacent PIN on Teraview. There is no bulk ownership extract, no open assessment roll - MPAC's per-property values sit behind AboutMyProperty, propertyline and Municipal Connect, each requiring a login - and no price-paid dataset, so a sale price exists only on the registered transfer, one parcel at a time. What is free is everything around title: the municipality's Financial Information Return, the federal real property directory, and the audited statements of the hospitals, colleges and councils that own the largest buildings in a town this size.

THE LIMITATION FIRST: there is no assessment figure for Lindsay. Lindsay has had no separate assessment roll since it was dissolved into the City of Kawartha Lakes in 2001, and the only open Ontario assessment data - Schedule 26A of the Financial Information Return - is reported by municipality. Every figure below is for the whole City of Kawartha Lakes, a municipality of about 3,000 square kilometres and roughly 80,000 people of which Lindsay is perhaps a quarter. It is published here because it is the body that assesses and bills Lindsay, not because it is Lindsay's number. Figures are 2025, unweighted taxable CVA.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Concentration in Lindsay is governmental and institutional, and all of it is nameable from free records. The private side is not: not one privately owned parcel in the town has an owner on any open register.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
CMHC publishes no starts series for Lindsay. Ontario's Home Construction Regulatory Authority directory is the only per-builder record, and nine licensees carry a Lindsay address with a live licence - out of 121 that have ever held one. Two traps are worth stating. First, the directory gives the licensee's registered address, not where the homes were built. Second, HCRA reports a possession count against the umbrella group rather than the member company: MVW Construction & Engineering and Wilson Developments (Lindsay) share the address 245 Kent Street West, the website mvwconstruction.com and the umbrella 'Wilson Developments', and the same 38 possessions appear against both - they are one builder, counted once here.

No REIT, pension fund or named commercial landlord in Lindsay could be established from any source that opened. Lindsay Square at 401 Kent Street West is the town's enclosed mall and the only candidate; search results describe it as managed by Davpart Inc., but management is not ownership and Davpart's own site could not be read - see automationBlocked. On the trap that matters in this section: 'managed by' is never evidence of title, and no owner is asserted here on it. What the free record does establish is the inverse - three federal tenancies in Lindsay whose landlords it declines to name.
