Naramata, British Columbia
Naramata is not a municipality: it has no council, no municipal roll and no mayor, and land use on the bench is decided by the Regional District of Okanagan-Similkameen. Five per cent of the electoral area it sits in is private land at all, about 738 hectares of that is in the Agricultural Land Reserve, and the seventeen licensed wineries on the bench are held by seventeen different locally incorporated companies — not one of them by Arterra, Andrew Peller or Mark Anthony.

Naramata is an unincorporated locality inside Electoral Area "E" of the Regional District of Okanagan-Similkameen. There is no municipal council, no municipal assessment roll and no municipal open-data portal, because there is no municipality: the regional district administers land use, publishing its own Naramata Village Centre Development Permit Area and its Electoral Area "E" planning decisions, and the area is represented on the RDOS board by a single elected Director rather than a council. Ownership itself follows the ordinary British Columbia rule: the land title register is open to anyone but every search is paid, $11.06 for a title search under section 377 of the Land Title Act on the fee schedule current at 1 April 2026, with no bulk owner product and no price-paid file. The free half of the picture is the Land Owner Transparency Registry, which since 30 November 2020 has required corporations, trusts and partnerships registering an interest in BC land to file a transparency report naming the individuals behind them, and a search of the publicly accessible part is priced NIL. For a wine district that combination matters more than usual, because almost every vineyard here is held through a company.

The core land
The most valuable ground in the city, and what the public record says about it.
The most valuable ground in Naramata is a narrow strip of bench between the lake and the hillside, and it is a strikingly small part of the place. Electoral Area E covers 54,358 hectares; five per cent of it is private land at all, and 738 hectares — 1.4% of the area, 27% of all its private land — is inside the Agricultural Land Reserve. Everything else is Crown: a community watershed, a provincial park, and unallocated forest management unit. Naramata has no municipal roll, so there is no assessed total to quote; the figures below are the province's own open spatial layers measured on a grid, the 2021 Census, and the province's 2025 property transfer tax file for the rural jurisdiction that contains the bench.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Ownership around Naramata is extremely concentrated, and in the Crown. On the province's own ownership layer about 94% of Electoral Area E is Crown or Crown-designated — a 24,000-hectare community watershed, a 9,700-hectare provincial park and 15,700 hectares of forest management unit — and only about 2,707 hectares is private land of any kind. The private land is where the wine is, and there the pattern is the opposite of concentration: seventeen licensed wineries, seventeen separate licensee companies, no two the same, and not one of them belonging to a national consolidator. The consolidators are close by and on the wrong side of the line: Andrew Peller Limited's Red Rooster at 891 Naramata Road and Arterra's Laughing Stock at 1548 Naramata Road both carry Penticton addresses, on the Penticton end of the same road. Every name below is a company. No individual is named, and nothing here is lifted from a title register or an assessment roll.

Arterra holds four Okanagan winery licences — Laughing Stock Vineyards at 1548 Naramata Road, See Ya Later Ranch at Okanagan Falls, Culmina Family Estate Winery at Oliver and its main winery and distillery at 38691 97th Street North, Oliver — and the Laughing Stock licence carries a Penticton address, not a Naramata one. Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
There is no housebuilding industry in Naramata and no series that measures one. The 2021 Census counted 1,088 total private dwellings across the whole of Okanagan-Similkameen E, and 2,015 people. Building permits are issued by the regional district, not a municipality, so there is no municipal permit report of the kind Penticton publishes; Statistics Canada's publication of CMHC starts covers census agglomerations of 50,000 and over, which excludes Naramata and in fact excludes Penticton too. The 2025 property transfer tax file records 119 market transactions in the whole surrounding rural jurisdiction, 108 of them residential. No builder is named in this record because no source names one with a figure.

Naramata's commercial property is its wineries, and the province's liquor register is an unusually complete record of them: seventeen Manufacturer / Winery licences with a Naramata address, every one held by an incorporated company, no company holding more than one. Set against the valley as a whole, that is the point. Across the Okanagan and Similkameen the same register returns 259 winery licences held by 229 distinct licensees, of whom 214 hold exactly one — and against that, nineteen licences sit with three groups: Mark Anthony Group Inc. with nine, Arterra Wines Canada with four, and Andrew Peller Limited with four in its own name plus two through wholly owned subsidiaries. Consolidation in BC wine is real but narrow, and it has not reached this bench.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who owns the vineyard LAND, as opposed to the winery businesses. This is the honest limit of the record. The province's liquor register names the licensee company at each address, and that is a real and checkable fact; it is not title. A vineyard company may farm land it owns, land it leases, or both — Andrew Peller's own audited statements carry vineyard land as a right-of-use asset amortized over 2 to 29 years, which is leased land, alongside vineyard land at cost, so the distinction is material even for a public company. Settling ownership on the bench means buying $11.06 title searches parcel by parcel, and for corporate holders a free LOTR search on top.
- Vineyard land values per acre. No published per-acre benchmark for Okanagan vineyard land could be opened that may be reproduced. BC Assessment values farm-classified land at its value for farm use rather than market value and forbids commercial use of its data outright; under section 5 of the Classification of Land as a Farm Regulation a holding of 0.8 to 4 hectares needs only $2,500 of gross annual value to qualify for farm class, and above 4 hectares $2,500 plus 5% of the actual value for farm purposes of the excess — which is why farm classes across the valley are assessed at a small fraction of what the land trades for. The mechanism is documented; the per-acre number is not publishable from any source opened.
- Total vineyard acreage on the Naramata Bench, and in BC. Wine Growers British Columbia's statistics page is a 404 and no acreage report could be opened on its site. The ALR figure here (about 738 ha in Electoral Area E) is the designated farmland, not the planted vineyard, and the two are not the same.
- Andrew Peller Limited's BC vineyard acreage. Its annual report was opened in full and states no acreage — only land at cost, vines and vineyard infrastructure at cost, biological assets at fair value, and vineyard land as a right-of-use asset, all consolidated across British Columbia, Ontario and Nova Scotia. The Annual Information Form filed on SEDAR+ may carry a property description; SEDAR+ cannot be read by automation and the company's own investor host returns 403.
- Whether Ontario Teachers' Pension Plan still owns Arterra Wines Canada. The 2016 acquisition release was opened and is unambiguous about the purchase and the price; Arterra is private, publishes no accounts, and its .ca domain does not resolve. No document confirming present ownership could be opened.
- The RDOS Electoral Area "E" Official Community Plan and zoning bylaw, which would state the area's land-use designations and probably its own ALR figure. Every path to it in the RDOS site's own navigation 404s, so the ALR measurement in this record is our own from the Agricultural Land Commission's open layer rather than the regional district's stated number.
- The name of the elected Director for Electoral Area "E". The RDOS publishes a directors' directory; it was not opened, and no property holding is attributed to any individual in this record in any case.
- Any assessed value for Naramata or for Electoral Area E. The province's Schedule 701 covers municipalities only, and BC Assessment's licence does not permit taking its values. This gap applies to every unincorporated community in British Columbia.
- Which ministry or agency holds the Crown land: the ownership layer gives designations — community watershed, provincial park, forest management unit, miscellaneous reserves — and never a holder.
- LOTR covers only land held through corporations, trusts and partnerships, and only from registrations after 30 November 2020. A vineyard held directly by an individual, or held by a company that has not re-registered since, sits outside it.
