The single largest landowner in Niagara Falls is a provincial agency created in 1885: the Niagara Parks Commission owns and maintains 1,325 hectares - 3,274 acres - along 56 kilometres of the Niagara River, and it pays for itself out of the gate receipts. Everything that makes money from the view is squeezed into the private strip behind it, where two privately held hospitality groups run thirteen hotels between them, the two casinos are conducted by the province and operated by a Connecticut tribal gaming company to 2040, and the biggest construction project in the city's history is a $3.6-billion hospital.

Ontario keeps the official record of who owns what, and sells it one parcel at a time. ServiceOntario states that land registry services are only available online and that the register covers more than 7.4 million parcels; anyone can look a parcel up through OnLand, but a copy of the parcel register costs $37.10 including HST under the fee schedule effective 2 November 2026. There is no bulk ownership extract, no open assessment roll - MPAC's values sit behind three separate logins - and no price-paid dataset, so a sale price exists only on the registered transfer. The useful consequence in Niagara Falls is that the public owner publishes itself: the Niagara Parks Commission's audited statements are tabled in Ontario's Public Accounts, and OLG's are published too, while the privately held hotel and attraction companies on Fallsview Boulevard and Clifton Hill publish portfolios but not title.

No assessed value for any Niagara Falls parcel is public, and the city's budget pages carry no readable assessment total. What is public, and unusually good, is the public owner's own balance sheet: the Niagara Parks Commission is audited and tabled in Ontario's Public Accounts, so its land and buildings are measured, which almost nothing privately held in this city is.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
This is the most lopsided ownership picture in the batch. One 1885 provincial commission owns 3,274 acres of the most valuable frontage in Canada and will never sell it; the private city is a few hundred metres deep behind it, and the companies in that strip publish hotel counts rather than hectares. The second-largest identified land transaction in the city is a hospital the province is procuring, and the largest identified private holding with a stated area is a golf course whose area is not stated either.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Niagara Falls is not a geography CMHC publishes separately; it sits inside the St. Catharines-Niagara CMA. Builder by builder, Ontario's Home Construction Regulatory Authority directory shows 48 licences at Niagara Falls addresses, almost all freehold and almost all small - and one of the largest is licensed in Niagara Falls but named for London. The outlier worth recording is not volume but complaints: Niagara Pines Developments Ltd. has delivered 92 homes and has twelve chargeable conciliations and $168,474.87 paid in claims against it, more than every other Niagara Falls builder combined.

The commercial landlord structure here is unlike any other city in this batch: the biggest commercial operator is a provincial agency that owns the view, and the private sector is two family hospitality groups that publish portfolios in businesses rather than in square feet. Nobody in Niagara Falls publishes floor area - not the hotels, not the attractions, not the casinos - so this section counts hotels, restaurants and attractions, because that is what the sources count.

- The registered owner of Fallsview Casino Resort and Casino Niagara. OLG conducts and manages the gaming and its statements show it owns land and buildings that it leases to casino service providers, but no document opened says that those buildings are the Niagara ones. The owner is therefore blank, not OLG.
- The owner of the Skylon Tower. Its own site names no company at all.
- Marineland. Its own site would not open (connection failure), and no filing or register entry was opened, so nothing about Marineland of Canada Inc.'s land, its reported sale or its animals is recorded.
- The owner of the Clifton Hill attractions (the Niagara SkyWheel, Great Canadian Midway, Niagara Speedway, Dinosaur Adventure Golf). The cliftonhill.com deep pages 404 to scripts and no corporate page was opened, so the operating group behind them is not named.
