Can you find out who owns it?

Ownership in Quebec is public and free, but only one property at a time, and Rimouski shows the limit of that from the other direction: under s. 73.1 of the Loi sur la fiscalité municipale an owner may ask to have their name taken off the roll altogether where disclosure "pourrait mettre en péril leur sécurité ou celle d'une personne occupant ou utilisant l'immeuble", and the City publishes the form for doing it. The provincial bulk file publishes every Rimouski assessment unit — 20,585 in MAMH's December 2025 update — with land value, building value, lot area, storeys, year built, dwellings, non-residential premises and the statutory paragraph behind any tax exemption, but with the owner's name and mailing address cut out, and re-identification expressly forbidden. The roll in force is the 2026-2027-2028 triennial, deposited 15 October 2025, prepared by a private firm, Servitech inc., which equalised and revalued all 20,576 units. A sale price appears only in the Registre foncier du Québec, at 1,50 $ per document.

Figures below are recomputed from RM10043.xml, the quarterly-update version MAMH publishes (file dated 8 December 2025), which carries 9 more units and $55,207,300 (+0.59%) of maintenance changes since deposit: $9,364,606,700 over 20,585 units, taxable $8,002,667,100, non-taxable $1,361,909,200. Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

In a city of 48,000 the question 'who owns the city' has a short answer, and in Rimouski it is: the public sector. The university, the hospital, the two CEGEP campuses, four schools, the sports centre, the amphitheatre and a provincial office building account for more than $700 million of assessed value and pay no property tax on any of it. The largest private holder is a Montreal company that arrived in 2022.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Rimouski's new housing is being driven by three identifiable developers and one social-economy group, and the projects are unusually large for a city of its size — a 17-storey tower and a 500-dwelling redevelopment of two contaminated downtown sites. Quebec publishes no builder league table, so each figure below comes from a named outlet's report of the developer's own announcement. The roll's year-built counts are low (106, 86, 52 and 70 dwellings for 2021-2024, and 162 for 2025) because RL0307A is only populated where an assessment unit has a single identified main building, so they are a floor and not a total.
