Saint John, New Brunswick

Saint John is the one city in the region where the tax roll itself tells the story: five heavy-industrial accounts — an oil refinery, an LNG terminal, a pulp mill, a tissue mill, a paper mill and a generating station — carry $390 million of assessed value and the largest single tax levy in the province, and New Brunswick publishes all of it free in bulk. What it does not publish is any owner's name, in Saint John or anywhere else; that costs $17.50 plus HST a parcel. Irving Oil states on its own site that it operates Canada's largest refinery here and gives its home office as 10 King Square South, and the biggest office building in the city belongs to a REIT now wholly owned by a Halifax company.

Can you find out who owns it?

New Brunswick is the most open regime in the Maritimes on what a property is worth and what it sold for, and the most frankly priced on who owns it. Service New Brunswick's Property Assessment Online needs no account and returns a property's location, taxing authority, description, assessment history, tax levy and its recorded sales — date and amount, the amount being, in the service's own words, 'the sale price documented at the time of registration', with $1 transfers excluded — and GeoNB republishes the same material province-wide as a monthly bulk download of tab-separated files whose catalogue entry reads 'Restriction on use: Unrestricted. License: Open Government Licence'. Neither carries an owner's name. For the owner you go to the land registry, and it is priced per look: Real Property Online, which the service's own opening screen describes as providing 'fee-based, real property information to the public in real-time, including property owner information', charges $17.50 per report package plus HST, with documents and plans at $1.00 each. The professional channel, PLANET, is open only to subscribing lawyers, surveyors and financial institutions, and since 1 March 2026 charges $1 per query for textual parcel information and property maps with a $10 monthly minimum, or $65 a month flat for unlimited transactions.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Saint John builds the least of the three New Brunswick cities and is the only one whose permit count fell. The city's director of development and community standards told CBC that 193 units had been permitted so far in the year against a record 307 in the same period the previous year, while adding that 'more than a dozen developments representing more than 1,100 residential units are waiting to be permitted and could break ground in the next year', and that large residential projects are now appearing across the city in a way they did not before the pandemic. The city had issued permits for eleven apartment buildings in that period, including a 40-unit building in east Saint John and 34 units on Millidge Avenue. There is no builder league table for New Brunswick and no open per-city starts series — Statistics Canada's CMHC cubes 34-10-0143 and 34-10-0126 were queried directly and neither carries a New Brunswick city — so per-company figures come from one REIT's disclosure and from registered sale prices.

Two things dominate commercial Saint John and the roll shows both without naming either owner: the heavy industry on the harbour and at Red Head, and one retail node on Westmorland Road. Of the entities that can be named, the largest office complex is held by a REIT owned by a Halifax public company, the port by a federal port authority, and the grocery-anchored retail by two out-of-province REITs. Irving Oil names itself as the operator of the refinery on its own site; nothing opened establishes a registered owner for the refinery, the LNG terminal, the pulp mill, the tissue mill or the paper mill, and this record therefore names none.
