Sarnia, Ontario
Sarnia's biggest buildings are plants, not towers: Imperial Oil's refinery is rated at 124,000 barrels a day and its polyethylene and petrochemical works sit on the same ground, Suncor's refinery next door is rated at 85,000, Cabot Corporation's 10-K lists its Sarnia carbon black plant among the properties it owns outright, Arlanxeo Canada Inc. holds a 60.6-hectare rubber site at 1265 Vidal Street South, and TransAlta owns the 268-acre Bluewater Energy Park on the river - yet the city's whole large-industrial assessment class is $96.2 million against $759.7 million of ordinary commercial, and the one mall in town has no owner this record can establish.

Ontario's land registry is the official record of who owns what: ServiceOntario states it "contains the official records of property ownership and other legal interests such as mortgages, transfers and leases" and that it "covers more than 7.4 million parcels of land in the province". It is public but not open - the same page says the services "are only available online" and that on OnLand "You can do a self-search for a fee", and the fee bulletin effective 2 November 2026 prices a copy of a parcel register, the document that names the registered owner, at $37.10 per PIN. There is no bulk ownership extract at any price, and MPAC's per-property values are login-only and still pegged to fully phased-in 1 January 2016 current values for the 2026 tax year. Ontario publishes no price-paid file. For Sarnia that matters more than usual, because the city's value is in plant rather than in land: not one of the Chemical Valley sites below has a stated purchase price anywhere on the public record, and the identities that are established here come from securities filings and a municipal planning brief rather than from title. Aamjiwnaang's reserve is a separate federal land regime again: Canada holds reserve land for the band, and the federal register records it as Sarnia 45, outside the city's own roll.

The core land
The most valuable ground in the city, and what the public record says about it.
No individual Sarnia assessment is public: MPAC's per-property values sit behind logins and are still fixed at fully phased-in 1 January 2016 current values for the 2026 tax year. What is open is the city's own return to the province - the Financial Information Return, published as bulk CSV under the Open Government Licence - Ontario (Sarnia's 2025 record last updated 7 August 2026). Read against the skyline, it says something surprising: Chemical Valley is not where Sarnia's assessed value is. The large-industrial class carries $96.2 million of current value assessment - less than half the city's farmland.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Sarnia's concentration is industrial, on a single strip of river frontage, and most of it is held by companies whose shares trade rather than by families. Measured by what a document actually states, the order is Transport Canada's harbour bed (99.7 ha), TransAlta's Bluewater Energy Park (268 acres), and Arlanxeo's Vidal Street site (60.6 ha); the refineries' own acreage is nowhere stated. The city also abuts, but does not contain, Aamjiwnaang's 1,280.50-hectare reserve, which the federal record places at the southern boundary.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Ontario has no builder league table, but it has a regulator that counts: the Home Construction Regulatory Authority's Ontario Builder Directory publishes, per licensee, the freehold and condominium properties delivered to homeowners since 2016. Read for Sarnia it describes a market of local firms with no outside platform in it at all - 278 licence records carry a Sarnia address, of which 32 are currently Licensed, and the largest has delivered 137 homes in a decade. Caveat that applies to every figure here: the directory gives the licensee's registered address, not where the homes were built.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Sarnia has essentially no institutional commercial landlord: no REIT files a property table with a Sarnia asset in it, the one regional mall's registered owner cannot be established, and the office-building class is assessed at $34.2 million for the whole city. What the record does show is the inverse - who the Government of Canada rents from. Seven of the thirteen federal property rows in Sarnia are Interest Type "Lease or Licence", which means a private landlord stands behind each one, and establishing any of them costs $37.10 a parcel.

- The acreage of the Imperial Oil and Suncor Sarnia sites. Both 10-K/40-F filings establish ownership and capacity but state no land area and no street address, and neither company's Sarnia page could be read.
- What Shell Canada and NOVA Chemicals own near Sarnia. Their Corunna works are in St. Clair Township, a separate municipality, so nothing about them is entered against the City of Sarnia; checking which parcels of either company fall inside the city boundary would require the register.
- The registered owner of Lambton Mall. Europro describes itself as a property management company; Wikipedia names Cushman and Wakefield via "KS Lambton Mall Inc."; the two are irreconcilable and no filing or acquisition announcement could be opened.
