Sept-Îles, Quebec

Sept-Îles' $4.81 billion roll is 17% exempt, and the land that matters belongs to three holders: a five-nation aluminium consortium on the Pointe-Noire headland, the rail-and-port company the Quebec government bought there in 2016, and the Crown in right of Canada, whose airport and port authority alone hold more than 1,400 hectares.

Can you find out who owns it?

Ownership in Quebec is public but retail: anyone may look up one property at a time, free, on the municipality's own roll, and a sale price costs 1,50 $ per document at the Registre foncier du Québec. The province's bulk roll describes every assessment unit — for Sept-Îles 12,061 of them, per MAMH's Sommaire du rôle 2026 — with land value, building value, lot area, storeys, year built, dwellings, non-residential premises and the statutory paragraph behind any tax exemption — but with the owner's name and mailing address cut out and re-identification expressly forbidden, so there is no lawful bulk owner join in this province. The roll in force is the 2025-2026-2027 triennial, prepared for the City by a private firm, Évimbec, against market conditions as at 1 July 2023. Two further statutes matter more here than anywhere else in this batch: art. 65(1°) of the Loi sur la fiscalité municipale keeps industrial machinery off the roll entirely, so a smelter appears only as its land and its shells.

The core land

The most valuable ground in the city, and what the public record says about it.

Sept-Îles has no quarterly roll file on MAMH's own host (it is absent from MAMH's indexRole.csv and www.mamh.gouv.qc.ca/role/RM97007.xml returns 404), so this section rests on MAMH's Sommaire du rôle 2026 workbook rather than on a unit-by-unit parse. The Sommaire gives 12,061 units, $4,806,444,400 in all and $3,980,363,600 taxable, and $3,980,363,600 × 1.09 — the facteur de redressement MAMH publishes as CSALX02163 — is $4,338,596,324, exactly the uniformised taxable value MAMH publishes as CIALX02147. The roll's market-conditions reference date is 1 July 2023.

Total assessed value, Ville de Sept-Îles$4,806,444,400 CAD
Taxable $3,980,363,600 + non-taxable $826,080,800, over 12,061 assessment units with 13,236 dwellings and 1,184 other premises (Sommaire codes 200001-200019, 2025-2026-2027 triennial, reference date 2023-07-01), reconciled exactly to MAMH's RFU-2026 figure of $4,338,596,324 at the published factor of 1.09.
Statutorily exempt value$826,080,800 CAD — 17.19% of the roll
By the Sommaire's art. 204 lines: 3° the local municipality $210,470,400 over 1,057 units; 13° schools $176,161,300 over 16 units and CEGEPs/universities $73,977,400 over 4 units ($250,138,700 over 20 together); 14°a/b/c the health network $119,128,400 over 11 units; 1.1° the Crown in right of Canada $65,286,600 over 29 units, plus $27,081,900 over 47 units under art. 208; 1° the State $6,381,300 over 17 units and other par. 1° immovables $21,322,700 over 269; 10° recognised non-profits $19,767,600 over 20 units; 8° places of worship $14,804,400 over 13 units; 7° network land $7,230,600 over 1 unit.
Federal holding on the roll, and in the federal register$63,268,800 on the roll; 25 federal properties
MAMH's RFU-2026 puts Sept-Îles' federal roll value at $68,962,992 uniformised, i.e. $63,268,800 at the 1.09 factor. The Directory of Federal Real Property lists 25 parcels in the municipality across nine custodians — Transport Canada (airport, 922.44 ha, Crown Owned), the Sept-Îles Port Authority (Pointe Noire 487.36 ha + town sector 45.56 ha), Fisheries and Oceans, National Defence (HMCS Jolliet, 2.14 ha, 4,270 m²), the RCMP (1501 boulevard Laure, Crown Owned), Public Services and Procurement Canada, Canada Post, Crown-Indigenous Relations and Environment and Climate Change Canada.
Titled land area on the roll23,448.9 ha
Sommaire code 300441 (total land area of the roll, 234,489,226 m²). The federal register alone puts 1,455 ha of it with the airport (922.44 ha) and the Port Authority (532.93 ha), and SFP Pointe-Noire says it holds some 500 ha ready for industrial development.
Who prepares the rollÉvimbec, a private firm
The City's own evaluation page: "la Ville confie à la firme Évimbec le mandat de procéder à l'évaluation des propriétés situées sur son territoire", on a triennial cycle, with values set against market conditions at 1 July of the year before deposit.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

The answer to 'who owns Sept-Îles' is a split between one multinational consortium, one Quebec state company, the Crown in right of Canada and the City itself, with the school and health networks the largest exempt holders after the City.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

MAMH's Sommaire du rôle counts 13,236 dwellings across Sept-Îles' 12,061 assessment units, and only one unit in the whole city is exempt under art. 204(5°) as held by a mandatary of the municipality ($1,128,400). The unit-level detail an earlier build took from the bulk roll — the largest apartment holdings, their 2022 title dates, the units built since 2019 — was dropped on 2026-10-10 because MAMH publishes no quarterly roll file for Sept-Îles and the only bulk copy sits on a host whose robots.txt disallows crawling. Quebec publishes no builder league table and no named Sept-Îles developer could be established from a source that opened.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Retail in Sept-Îles is one enclosed regional centre, Galeries Montagnaises on boulevard Laure, and a strip of boxes along the same boulevard. Nothing here appears in a REIT's property schedule and the open roll names none of the owners; the per-property values an earlier build took from the bulk roll were dropped on 2026-10-10 because MAMH publishes no quarterly roll file for Sept-Îles and the only bulk copy sits on a host whose robots.txt disallows crawling.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who owns the iron-ore bulk terminal on rue Retty. The Iron Ore Company of Canada states on its own site that its Sept-Îles port facilities are company-owned, but no document opened gives IOC's civic address.
  • Who owns Galeries Montagnaises on boulevard Laure, the city's only enclosed regional shopping centre.
  • Whether the State or the Société québécoise des infrastructures holds the detention centre at 65 boulevard Vigneault; art. 204(1°) covers both.
  • Whether the 2025-2026-2027 roll's deposit date is 15 September or 15 October 2024; neither MAMH's Sommaire nor the City's page states it.
  • Owner names are redacted from the provincial bulk roll and the licence forbids re-identifying them, so no lawful bulk owner join exists anywhere in Quebec.
  • Re-sourced 2026-10-10: MAMH publishes no quarterly roll for Sept-Îles (code 97007 is not in www.mamh.gouv.qc.ca/role/indexRole.csv and RM97007.xml returns 404), so nothing could be recomputed from www.mamh.gouv.qc.ca/role/RM<code>.xml; the earlier build used a host whose robots.txt disallows crawling. City-wide totals and exempt classes now rest on MAMH's Sommaire du rôle 2026 workbook (they match the earlier totals exactly; the exempt-class split differs because the Sommaire classes by art. 204/208/255 line rather than by RL0504 citation — e.g. 1.1° $65,286,600 over 29 units plus art. 208 $27,081,900, was $91,504,800 over 81 units; health $119,128,400 over 11 units, was $73,769,000 over 2). Every per-property value from the bulk roll was dropped: the Alouette, SFP Pointe-Noire, 1 rue Retty, multi-user dock, airport, detention centre, polyvalente, hospital and 470-488 avenue Arnaud values, the top-10/top-100 concentration (27.40%/40.74%), the $879M Pointe-Noire share, the 126 units built 2019-2025, the 252-dwelling avenue Noël complex, Galeries Montagnaises, 80 Pointe aux Basques and the boulevard Laure boxes.
