Shawinigan, Quebec

Shawinigan is mostly a national park by area — the Crown in right of Canada holds 47,060 hectares, 61% of the city's assessed land, through nine exempt units — and in the city that electricity built, the law keeps the generating stations off the roll, leaving 39 parcels of network land assessed at $2.9 million.

Can you find out who owns it?

Ownership in Quebec is public and free, but one property at a time: the roll is a public document and the owner's name can be read for any address at the clerk's counter or from the municipal assessor. Shawinigan has contracted the making and upkeep of its roll to Servitech and offers no free online per-property lookup, only an ArcGIS map portal. The provincial bulk file describes all 22,870 Shawinigan assessment units (MAMH's Sommaire du rôle 2026 count) with land value, building value, lot area, storeys, year built, dwellings, non-residential premises and the statutory paragraph behind any tax exemption, but with the owner's name and mailing address cut out, and Données Québec states that re-identifying them is forbidden. Here the federal real-property register does the heavy lifting instead: it establishes that La Mauricie national park and the federal tax data centre on boulevard de Shawinigan-Sud are Crown Owned, and MAMH's Sommaire du rôle counts 47,060 hectares exempt in the name of the Crown in right of Canada. A sale price appears only in the Registre foncier du Québec, at 1,50 $ per document.

The core land

The most valuable ground in the city, and what the public record says about it.

Shawinigan has no quarterly roll file on MAMH's own host (code 36033 is absent from MAMH's indexRole.csv and www.mamh.gouv.qc.ca/role/RM36033.xml returns 404), so this section rests on MAMH's Sommaire du rôle 2026 workbook rather than on a unit-by-unit parse: units 22,870, dwellings 29,122, other premises 2,046, land $1,577,112,600, buildings $5,571,408,700, property $7,148,521,300, taxable $6,302,581,200, non-taxable $845,940,100. The roll's market-conditions reference date is 1 July 2023.

MAMH Sommaire du rôle 2026, code 200013, over 22,870 assessment units with 29,122 dwellings and 2,046 other premises. Land is $1,577,112,600 of it, 22%. Shawinigan has 21% more assessment units than Salaberry-de-Valleyfield (18,926) and two-thirds of its assessed value ($10,763,830,900).

Network land on the roll$2,912,700 over 39 units
MAMH Sommaire du rôle 2026, codes 600064-600066: 39 units and $2,912,700 of land exempt under s. 204(7°) across 747.85 ha. Art. 204(7°) exempts the land under a construction forming part of a network under arts. 66-68 "sauf si cette construction est portée au rôle", and art. 68 keeps dams and generating stations off the roll. In the city that electricity built, the generating plant is substantially off the assessment roll by statute.
Cottage stock500 chalets, $209,119,000
MAMH Sommaire du rôle 2026, line 11 "Chalets, maisons de villégiature": 500 taxable units worth $209,119,000 on 924.77 ha — Shawinigan is partly a cottage market.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Shawinigan is the extreme case of public concentration in this batch: 772.4 square kilometres of assessed land area, of which the Crown in right of Canada holds 470.6 and the municipality 27.1 (MAMH Sommaire du rôle 2026). Measured by area the city is mostly a national park; measured by value it is mostly housing — residential units carry $5.29 billion, 74% of the roll.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Quebec publishes no builder league table; it publishes the licence register, and in Quebec a general contractor may only build a new home covered by the guarantee plan if its RBQ licence carries subcategory 1.1.1. Sixteen licence holders registered in Shawinigan carry it, and eight of those licences were issued since 2021 — a faster renewal of the builder base than in any other city in this batch. The caveat that matters: the register gives the licensee's registered address, not where the homes were built. Several holders are numbered companies, which the record names as the register names them.

Centre de services scolaire de l'Énergie (as the city's other big builder)
Included because in Shawinigan the institutional builder is the one that keeps building: the education ministry's open building file lists 31 school-service-centre buildings inside the city, all but two recorded as "Propriété de la CS", from École secondaire des Chutes (34,334 m2, 1964) and École secondaire Val-Mauricie (21,468 m2, 1962) down to a 572 m2 pavilion. Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Shawinigan's commercial stock is spread across three former towns and no single landlord dominates it; MAMH's Sommaire du rôle puts the city's line 50 "centres et immeubles commerciaux" at 107 units worth $106,876,000. The per-property values an earlier build took from the bulk roll — the department stores on boulevard Royal and rue Trudel, Plaza de la Mauricie's fall in value and its 2022 title date — were dropped on 2026-10-10 because MAMH publishes no quarterly roll file for Shawinigan.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Whether the 2009 amphitheatre the City operates as the Centre Gervais Auto is entered in the City's name, and at which civic address; the city's own newsroom treats it as a municipal facility, one third-party reference gives 1200 avenue des Cèdres, and the roll unit an earlier build relied on was dropped with the bulk file.
  • Which legal person holds the 39 parcels exempt under s. 204(7°). The Sommaire establishes the class — a person operating a network under arts. 66-68 — not the name.
  • Whether the generating stations Hydro-Québec names "Shawinigan" and "Grand-Mère" lie inside the city's legal boundary. Their coordinates are consistent with it but no boundary check was run.
  • Who owns Plaza de la Mauricie (listed by Groupe MACH), the department stores on boulevard Royal and rue Trudel, and Centre commercial La Promenade at 444 5e Rue, where the federal government is a tenant.
  • Whether Shawinigan's ArcGIS map portal exposes assessment data per parcel; the hub page was identified but not interrogated, and the city links no ImmoNet-style roll lookup.
  • Owner names are redacted from the provincial bulk roll and the licence forbids re-identifying them, so no lawful bulk owner join exists in Quebec.
  • Re-sourced 2026-10-10: MAMH publishes no quarterly roll for Shawinigan (code 36033 is not in www.mamh.gouv.qc.ca/role/indexRole.csv and RM36033.xml returns 404), so nothing could be recomputed from www.mamh.gouv.qc.ca/role/RM<code>.xml; the earlier build used a host whose robots.txt disallows crawling. City-wide totals and classes rest on MAMH's Sommaire du rôle 2026 and are unchanged. Dropped because they could only be had from the bulk roll: every per-property value (the park's $78,421,600, the hospital, the CEGEP, the tax centre, the military site), the 251-dwelling seniors' tower at 100 9e Rue de la Pointe and its November 2024 title date, the amphitheatre at 1 rue Jacques-Plante and the Cité de l'énergie as owner-established entries, the top-10/top-100 shares (6.07%/15.94%), the 1,636 rental rooms, the two CUBF 4819 energy units ($27,765,500), dwellings completed 2020-2024, the largest City, school and forestry parcels, and the commercial units at 3103-3286 and 1600 boulevard Royal, 1555 and 1440-1640 rue Trudel. Corrected: 21% more units than Salaberry-de-Valleyfield (was 22%); the claim that Shawinigan's 22% land share is the lowest in the batch is dropped (Baie-Comeau's is 15%).
