Simcoe, Ontario

Simcoe stopped being a town in 2001: it is a community inside Norfolk County, the single-tier municipality that governs it, assesses it and runs its county administration building from Colborne Street South in Simcoe itself. The county is a farming municipality - $2.56 billion of its assessment is farmland - and Simcoe is where its institutions sit. Three owners of substance in the town can be named from free records: a hospital that also holds residential rental property, a county that owns the administration building and a long-term care home, and the federal Crown, which owns the 2,186-square-metre post office outright and an armoury on 3.3 hectares, while renting both of its offices from landlords no register names.

The register gives the municipality and the coordinates but no civic address, so none is asserted here. This is the only National Defence holding in any of the six places researched.

THE LIMITATION FIRST: there is no assessment figure for Simcoe. Simcoe has had no separate assessment roll since it was amalgamated into Norfolk County in 2001, and Schedule 26A of the Financial Information Return - the only open per-municipality assessment data in Ontario - reports by municipality. Every figure below is for the whole of Norfolk County, about 1,600 square kilometres and roughly 68,000 people, of which Simcoe is perhaps a fifth. Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

CMHC publishes no starts series for Simcoe. Ontario's Home Construction Regulatory Authority directory is the only per-builder record: six licensees carry a Simcoe address with a live licence, out of 77 that have ever held one, and Simcoe's builders are genuinely productive by small-town standards - two of them have delivered more homes than every licensee in Hanover, Temiskaming Shores and Listowel combined. The caveat stands: the directory gives the licensee's registered address, not where the homes were built, and several of these addresses are rural roads outside the built-up town.

No REIT, pension fund or named commercial landlord in Simcoe could be established from any source that opened. Norfolk County carries $523 million of commercial and shopping-centre assessment and $1.49 million of office class in the whole county, and not one of those parcels names an owner in a free register. What the open record gives instead is the shape of the market from the tenant side: the federal government rents all 530-plus-297 square metres of the office space it uses in Simcoe.
