Ownership in Quebec is public and free, but one property at a time. Saint-Sauveur does not make its own roll: the MRC des Pays-d'en-Haut is the organisme municipal responsable for it, as the published Sommaire du rôle for the town states on its face, and the town links three free channels to it — PG Solutions' ImmoNet lookup, the MRC's assessment documentation, and a GeoCentralis GIS portal scoped to municipality 77043. Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Quebec publishes no builder league table; it publishes the licence register, and a general contractor may only build a new home covered by the guarantee plan if its RBQ licence carries subcategory 1.1.1. Seventeen licence holders registered in Saint-Sauveur carry it — the most of any city in this batch, in the smallest city in it — which is what a custom-house market in a resort town looks like: many small general contractors, each building a few homes a year. Two of them share a surname and hold separate licences issued six weeks apart in 2017. The caveat that matters: the register gives the licensee's registered address, not where the homes were built.

Saint-Sauveur's commercial market is concentrated on two streets — chemin du Lac-Millette and avenue de la Gare — and it is large for the town's size: $343.5 million of commercial value over 300 taxable units, plus 132 hotel units worth $70.3 million, against four manufacturing units worth $3.4 million.
