Whitchurch-Stouffville, Ontario
Whitchurch-Stouffville is a $15.6 billion tax base that is 90 per cent houses, sitting on the Oak Ridges Moraine, and the only ownership anyone can establish in it for free is public: York Region owns 1,218 hectares of forest in thirteen named tracts, the Town carries $54.8 million of land on its own books, and every private holding costs $37.10 a parcel to look up because Ontario publishes no assessment roll and no price-paid data at all.

Ontario's land registry holds the official record of ownership for more than 7.4 million parcels and ServiceOntario states that its land registry services are only available online. A member of the public can find out who owns a parcel through OnLand, but only by paying: a copy of a parcel register costs $37.10 including HST under ServiceOntario's fee bulletin effective 2 November 2026, an adjacent parcel register search is $13.15 per PIN and available in Teraview only, and each additional page is $2.56. There is no bulk ownership extract, no open assessment roll — MPAC's per-property values sit behind AboutMyProperty, propertyline and Municipal Connect, each requiring a login, and the Town's own assessment page simply refers residents to MPAC — and no price-paid dataset, so a sale price exists only on the registered transfer, one parcel at a time. The one thing Ontario does publish per municipality is the Financial Information Return, an open-licensed annual filing that gives assessment by property class and payments-in-lieu by source. That is the whole free picture.

Ontario publishes no assessment roll, so the figures below come from the Town's own 2025 Financial Information Return, filed 7 July 2026 and published by the Province as a bulk CSV under the Open Government Licence – Ontario. Assessment by class is Schedule 26 ('Taxation and Payments-in-Lieu Summary', slc.26A, column C01.16 = Taxable Asmt. CVA); payments-in-lieu by source are in the same schedule. Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Concentration here is public and conservationist rather than corporate. York Region owns 1,218 hectares of forest, the conservation authority owns Bruce's Mill, the Town carries $54.8M of land, and the two conservation-rate property classes — farmland and managed forests — hold $296.3M of assessment, three times the whole shopping-centre class. On the private side the record is simply blank, and it is blank for a stated reason: Ontario sells ownership at $37.10 a parcel and publishes no roll, no bulk extract and no prices.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Ontario's Home Construction Regulatory Authority publishes a builder directory with total possessions per licensee, and it is the only per-builder data that exists for an Ontario town. Its limit has to be stated plainly: the directory gives the licensee's registered address, not where the homes were built, so this is a list of builders based in Whitchurch-Stouffville rather than builders of Whitchurch-Stouffville. 183 licensees carry a Stouffville, Whitchurch-Stouffville, Gormley or Ballantrae address and 22 of them are currently 'Licensed' — the status string for a live licence is 'Licensed', not 'Active'.
