Surrey publishes an open file with the assessed land and improvement value of all 182,118 of its parcels and a column that classes who owns each one — Private, City Land, Provincial, Federal, BC Hydro, CN Rail — and 97.9% of the rows say only "Private", which is exactly as far as the public record goes in British Columbia without paying $11.06 a title.

Can you find out who owns it?

Land titles in British Columbia belong to a public register run by the Land Title and Survey Authority, and anybody may search it — but a search is a priced transaction at $11.06 on the LTSA Customer Fee Listing as at April 1, 2026, there is no bulk owner product at any price, and the province publishes no price-paid file. Since 30 November 2020 corporations, trusts and partnerships that own BC land have had to file transparency reports with the Land Owner Transparency Registry, whose public search has been live since 30 April 2021 and is priced at NIL on the same LTSA schedule — it exists specifically to name the people behind the companies. Surrey itself goes further than most BC municipalities in what it publishes: its open Property Detail List carries folio, PID, legal description, zoning, lot size and the gross land and improvement values for every parcel, plus an OWNER_TYPE column that classifies ownership into twenty categories. What it never carries is a name, and the City's own open-data licence page is a JavaScript shell that could not be read, so this record treats Surrey's roll as citable but not redistributable.

Surrey's Property Detail List is the most informative municipal property file of the five British Columbia cities in this batch: gross land value, gross improvement value, lot size, legal description, zoning and an OWNER_TYPE classification on every parcel. The file carries 190,646 rows for 182,118 distinct folios and 180,210 distinct PIDs, because some parcels appear once per constituent lot; the city-wide totals below take one row per folio, with duplicate rows' values deducted using a server-side grouped query. Values are gross, not net of exemptions.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Surrey is the fastest-growing city in Metro Vancouver and its new homes come out of the same regional pool of private developers that builds Vancouver's: the Vancouver census metropolitan area started 27,185 homes in 2025 and 17,298 in the eight months to August 2026, against 61,331 units still under construction at August 2026. CMHC does not publish municipal splits in the series used here, and Canada publishes no builder league table at all, so no figure below is a Surrey-only count; each is what the named builder states about itself, and the note says what scope it covers.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Surrey's commercial ground divides four ways and only one of the four is a Surrey company: a Quebec pension arm and a global fund manager hold the biggest mall between them, a Toronto firm inside a Vancouver wealth manager holds the City Centre mall and office tower, the province holds the two hospitals, and the federal Crown holds the RCMP campus. Figures are each owner's own disclosure or the City's own open roll, as the note says.

  • The registered owner of every "Private" parcel in Surrey — 186,557 rows and $265.06 billion of assessed value. The City publishes the class and not the name; this is the normal state of the public record in British Columbia.
  • The identity of the building at 14200 Green Timbers Way. The City's roll says "Federal" and the business-licence file shows catering, janitorial and parking licences; no page opened here names the occupant or the holding department.
  • The owner of 19125 28 Avenue, 13568 105 Avenue and 15715 Croydon Drive — three of Surrey's ten most valuable parcels, together $603 million of assessed value.
  • Whether Nicola Wealth's acquisition of Blackwood Partners in 2020 carried the Central City asset itself, or only the management company. The Daily Hive report naming Blackwood as owner is from 2019 and no later primary page states the current holder.
