Temiskaming Shores, Ontario

The place researched here is Temiskaming Shores, the single-tier Ontario city formed in 2004 from the towns of New Liskeard and Haileybury and the township of Dymond - not Temiscaming, the separate town across the lake in Quebec. Three municipalities became one, but the records did not follow: every licensed homebuilder in the city is still registered under 'New Liskeard' or 'Haileybury', and the largest federally owned holding in the city is still filed as flood control works in the Township of Dymond. The register still files it under Dymond, the township that stopped existing in 2004 - a reminder that amalgamation changed the council, not the deeds.

The campus is real and substantial - the college's own page describes a library, cafeteria overlooking Lake Temiskaming, residence, athletics and fitness facilities, and the only Veterinary Technology - Wildlife Rehabilitation programme in Ontario, with an underwater treadmill. But everything the page says is occupancy: 'our campus', 'our student services offices'. Operation is not ownership, and Northern College publishes no capital-asset schedule naming this site. The owner is left blank rather than assumed from the tenant's name.

Temiskaming Shores is a single-tier municipality - the Financial Information Return shows no upper-tier levy column at all - so it carries the whole municipal asset base itself: arenas in more than one of the former towns, a pool and fitness centre with a 25-metre indoor pool and a 100-metre slide, marinas, a campground at Bucke Park, and an industrial business park. In September 2026 it issued a request for proposals for the lease of municipal land for cultivation purposes, which is a direct statement that the city holds farmland.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

CMHC publishes no starts series for Temiskaming Shores. The only per-builder record is Ontario's Home Construction Regulatory Authority directory - and it has no entry for Temiskaming Shores at all. Every licensee in the city is still registered under a municipality that ceased to exist in 2004: two under New Liskeard, two under Haileybury, out of 26 licences ever issued at those two addresses. Four live licences for a city of about 9,600 people. The directory gives the licensee's registered address, not where the homes were built.

No REIT, pension fund or named commercial landlord could be established in Temiskaming Shores, and the city is almost certainly too small to hold one. $152 million of commercial and shopping-centre assessment sits behind parcels no free register names.
