Timmins, Ontario

Timmins is 2,955 square kilometres of municipality with 18.5 square kilometres of urban area inside it, and its property question is really a mining question: in April 2025 Newmont completed the sale of its Porcupine operations to Discovery Silver for US$425 million, in June 2026 Discovery bought Glencore's Kidd Operations as well, and Pan American Silver's 40-F says it owns the Bell Creek and Timmins West mines - so within fifteen months one Toronto company became the dominant holder of the Porcupine gold camp, while the city's whole large-industrial assessment class is $46.4 million and only one builder in town holds a current licence.

Can you find out who owns it?

Ontario's land registry is the official record of who owns what: ServiceOntario states it "contains the official records of property ownership and other legal interests such as mortgages, transfers and leases" and that it "covers more than 7.4 million parcels of land in the province". It is public but not open - the same page says the services "are only available online" and that on OnLand "You can do a self-search for a fee", and the fee bulletin effective 2 November 2026 prices a copy of a parcel register, the document that names the registered owner, at $37.10 per PIN. There is no bulk ownership extract at any price, and MPAC's per-property values are login-only and still pegged to fully phased-in 1 January 2016 current values for the 2026 tax year. Ontario publishes no price-paid file. Timmins shows what happens when a city's value is in mineral title rather than land title: the ownership changes that matter here are disclosed in SEC filings with dates and, in one case, a stated consideration, while the ordinary urban questions - who owns the mall, who owns the leased offices on Third Avenue - have no public answer at all. The city is also 0.6 per cent urban by area, so a land-area comparison between Timmins and anywhere else in this batch is close to meaningless.

Northern Ontario Business reported the terms on 27 January 2025: US$425 million, made up of US$200 million cash and US$75 million in Discovery shares on closing with US$150 million deferred in four annual payments of US$37.5 million from 31 December 2027. The same report describes the complex as Hoyle Pond and Pamour, the closed Dome mine and the active mill, plus Borden outside Chapleau - so part of the asset lies well outside the city.

Franco-Nevada's Q2 2026 MD&A, filed with the SEC, states under its Porcupine royalty that "In June 2026, Discovery acquired Glencore's Kidd Operations, providing Discovery with the potential to double production from the Timmins complex to 500,000 gold ounces annually"; its Q1 2026 MD&A records the March 2026 announcement. Glencore had announced the closure first - second source for this entry, Northern Ontario Business: at the Timmins Chamber's State of Mining lunch on 6 February 2025 its Kidd Operations general manager set out plans for the site to close "in late 2026". No consideration for the Kidd purchase is stated in either filing.

Pan American's 2025 Annual Information Form, filed as an exhibit to its 40-F, says plainly: "We own other producing mines, including ... the Bell Creek and Timmins West mines in Canada". The filing's Gold Segment table gives the pair, which it labels simply "Timmins", 1,414,700 tonnes milled at 2.35 g/t for 103,600 ounces of gold in 2025, with $52 million of capital expenditure that year and $1 million of exploration. Pan American does not consider them material properties for NI 43-101 purposes, so no reserve statement or land area is given; it plans about $55 million of project exploration including "satellite projects in Timmins".

The mall's own Information page says "Timmins Square is the largest regional shopping centre in North Eastern Ontario! With over 281,000 square feet of retail space, it is the largest centre within a radius of 200 km or more", drawing from Chapleau, Kapuskasing, Hearst, Cochrane, Kirkland Lake and Iroquois Falls. It names a property manager and a director of leasing and no owner. Wikipedia's infobox, the second source for this entry, gives 281,168 sq ft and names Bayfield Realty Advisors Inc. as owner and Bayfield Property Management Inc. as manager, but no Bayfield corporate site could be reached to confirm it, and management is not ownership, so the owner is left blank.

The core land

The most valuable ground in the city, and what the public record says about it.

Timmins did not appear in the province's 2025 Financial Information Return file at the time of writing, so the figures below are the 2024 return (Timmins's record last updated 27 April 2026), published as bulk CSV under the Open Government Licence - Ontario. MPAC's per-property values remain login-only and fixed at fully phased-in 1 January 2016 current values for the 2026 tax year. The return's most striking line is what it does not contain: Timmins is a single-tier city, so there is no upper-tier levy at all, and the municipality collects 89 per cent of the tax bill itself.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Timmins is 295,533 hectares, and essentially none of that is in the hands of anyone this record can name. The Crown's own federal holding is 26.3 hectares; the mining companies that dominate the city's economy publish production figures rather than land or claim areas; and the one open per-city dataset, the Financial Information Return, reports 28,000 hectares designated for agriculture against $6.86 million of farmland assessment. The honest summary is that Timmins's land ownership is the least establishable of the five cities in this batch.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Timmins is the clearest case in this batch of a new-home market that has effectively stopped being licensed. The Ontario Builder Directory holds 115 licence records against a Timmins address and exactly one is currently Licensed - 2124140 Ontario Inc., at 834 Mountjoy Street South under the umbrella "Praztek Construction" - and the directory records no possessions at all for it. The highest possession count against any Timmins address in the whole 2016-2026 window is one house. The caveat still applies: the directory gives the licensee's registered address, not where the homes were built, and it counts only properties delivered under the new-home warranty, so owner-built and rental construction is outside it entirely.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

There is no institutional commercial landlord in Timmins on any opened record: no REIT publishes a Timmins property page, the regional mall's registered owner cannot be established, and the office-building class is assessed at $2.80 million for the entire city. The federal register again supplies the inverse - six of the city's ten federal property rows are Lease or Licence, including 3,528 square metres at 179 Third Avenue, which is larger than the Crown's own office building and whose landlord is nowhere named.
