Trois-Rivières, Quebec
Trois-Rivières' assessment roll is worth $23.7 billion over 52,210 units, and its three most valuable properties are a university campus, a regional hospital and a shopping centre — the first two held by public bodies and untaxed, the third the only private one, which the provincial bulk roll will not name but whose landlord, Groupe MACH, lists it as its own.

Ownership in Quebec is public but retail. The Ville de Trois-Rivières keeps its own 2025-2026-2027 roll — deposited in August 2024, in force 1 January 2025, at market conditions of 1 July 2023 — and offers a free per-property consultation portal, while warning that the data "sont la propriété exclusive de la Ville" and are for personal consultation only. The province publishes every one of the City's assessment units in bulk, with land and building value, area, storeys, year built, dwellings and the statutory paragraph behind any tax exemption, but with the owner's name and mailing address cut out, and it forbids re-identifying them. A sale price is in the Registre foncier du Québec, at 1,50 $ per document.

The most valuable ground in the city, and what the public record says about it.
Computed from RM37067.xml, the quarterly-update version of Trois-Rivières' 2025-2026-2027 roll that MAMH publishes (file dated 8 January 2026; reference date RL0401A 1 July 2023), and checked against MAMH's statutory Sommaire du rôle workbook for fiscal 2026. The Sommaire records the roll as deposited: 52,147 units, $23,577,706,129, of which $20,808,206,918 taxable and $2,769,499,211 non-taxable, at a facteur comparatif of 1.10 giving a uniformised taxable $22,889,027,610 — and a parse of that deposited file has already been reconciled to the Sommaire to within twenty cents (see the Cap-de-la-Madeleine record). The updated file used here carries 63 more units and $158.9 million (+0.67%) of maintenance changes since deposit; its own identity holds exactly: total less non-taxable less the $201,817 of farm-exempt value equals taxable.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Trois-Rivières' largest holders are public: the City itself, the health network, the university and CEGEPs, and the school service centre between them hold over $2.1 billion of assessed value, untaxed, which is most of the 11.75% of the roll that is exempt. The City alone holds 1,168 units over 2,701 ha — including the 416.8 ha airport, the Colisée and the amphitheatre. The federal footprint is a working port and a national historic site. The largest private holders that could be named are a Montreal real-estate group and a paper company; the city's 326 agricultural units over 5,794 ha are held by owners the open roll does not name.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Quebec publishes no builder league table. What it publishes is the RBQ licence register, in which a contractor may build a new home covered by the guarantee plan only if its licence carries subcategory 1.1.1 (class I) or 1.1.2 (class II): 25 active licence holders registered in Trois-Rivières carry one, 13 of them both, and every one is a corporation. The caveat that matters: the register gives the licensee's registered address, not where the homes went up. The roll shows the output instead: 590 dwellings in buildings completed in 2019, 1,068 in 2023 and 910 in 2025, increasingly in six-storey rental blocks — and it shows existing towers changing hands in batches, with the buyer's name redacted.

The provincial bulk roll redacts names and forbids re-identifying them, and the City's own portal is for "consultation personnelle" only, so the top of the taxable roll — the 331-unit seniors' residence at 1805 boulevard des Forges, the 218-unit 2025 block at 305 avenue des Draveurs, the community centres on boulevard des Récollets and boulevard Jean-XXIII, the downtown hotel and conference block — is listed with figures and no owner.
- Who bought the three apartment towers (3400-3470 rue Louis-Pasteur, 950 rue Royale, 1425 rue des Cyprès) that share a 2025-03-10 title date. A deed at the Registre foncier (1,50 $ per document) would answer it; none was bought.
