Val-d'Or, Quebec

Val-d'Or is a gold-mining town whose municipal boundary encloses 3,625 km² of mostly public forest, and MAMH's summary of its roll says so plainly: 447 assessment units entered in the name of the Quebec State cover 326,953 hectares — 90% of all the titled land in the city — while the whole mining class, 49 units, carries $118 million, about 2% of a $5.7 billion roll, and the school bodies alone hold more exempt value ($149 million) than the whole mining class.

Can you find out who owns it?

Ownership in Quebec is public and free, but only one property at a time. The provincial bulk file publishes every Val-d'Or assessment unit (16,257 in MAMH's Sommaire du rôle 2026) with land value, building value, lot area, storeys, year built, dwellings, non-residential premises and the statutory paragraph behind any tax exemption, but with the owner's name and mailing address cut out, and re-identification expressly forbidden. The roll in force is the 2025-2026-2027 triennial, effective 1 January 2025 at market conditions of 1 July 2023, and the City's own page names the evaluator: "L'évaluateur mandaté par la Ville de Val-d'Or est la Société d'analyse immobilière Abitibi inc." A free per-property lookup that does show the owner's name is published through PG Solutions' citizen portal, but its terms restrict it to "la consultation personnelle citoyenne" with a capped number of free consultations, so this record does not use it. A sale price appears only in the Registre foncier du Québec, at 1,50 $ per document.

Every figure here is from MAMH's statutory Sommaire du rôle workbook for fiscal 2026, row 89008: $5,704,543,900 over 16,257 assessment units, 16,996 dwellings, 1,918 non-residential premises and 362,453.4 ha of titled land; taxable $5,201,119,500, non-taxable $503,424,400. Market-conditions reference date 1 July 2023, 2025-2026-2027 triennial. Re-sourced 2026-10-10 from MAMH's quarterly roll (www.mamh.gouv.qc.ca/role/RM89008.xml); the earlier build used a host whose robots.txt disallows crawling. In fact MAMH's quarterly index carries no file for Val-d'Or (code 89008) and that URL answers 404, so the earlier parse of RL89008_2026.xml is replaced by the Sommaire, and every unit-level figure is dropped. Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

In Val-d'Or the question 'who owns the city' has an unusually literal answer: the Quebec State holds 90% of the land inside the municipal boundary, mostly as unexploited forest, and pays no tax on it. Among public owners of buildings the school bodies and the health network lead; the whole mining class is worth 2.1% of the roll.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Val-d'Or's new housing is being built by a non-profit, not by a developer. The roll's stock is small-scale: MAMH's Sommaire du rôle 2026 counts 7,803 single-dwelling non-condominium units against only 4 apartment buildings of 50 to 99 dwellings and none larger. Quebec publishes no builder league table, so each figure below comes from a named outlet's report or the Sommaire.

Radio-Canada reports that construction has begun on "78 nouveaux logements abordables" at the corner of rue Giguère and boulevard Forest, promoted by the non-profit Accès Patrimmo, with 12 to 18 months of work ahead, on top of 32 units already built in 2025 within a 110-unit programme for the city. This is the largest identified housing programme in Val-d'Or and it is run by an organisme à but non lucratif, not a private builder.

  • Unit-level values for Val-d'Or. The only bulk copy of its roll is on donneesouvertes.affmunqc.net, whose robots.txt disallows all crawling, and MAMH's quarterly-update index lists no RM89008.xml. Dropped from the earlier build as a result: the hospital's own value ($80,993,500) and its rank as the top unit, the Polyvalente, the Goldex, Lamaque, Sigma and Uniboard unit values and title dates, the 761 km² forest unit on chemin Baie-Carrière, the multisport centre at 119 rue Self and the arena, the shopping centre at 1801 3e Avenue, the department stores at 1806 and 1855, the hotel at 1515, the mining-services cluster, the apartment building at 1300 avenue Delorimier, the seniors' residences at 1421 rue des Hauts-Bois and 111 rue Sylvestre, 950 chemin Kienawisik, the top-10 and top-100 shares, the 22.8% rise on the previous roll and the dwellings-by-year series.

  • The total value of Accès Patrimmo's Val-d'Or programme and the identity of the contractor. Search results give a figure near $36M and name a construction company; neither appears on a page that opened, because Le Citoyen renders article bodies in JavaScript.
