Vernon, British Columbia

A city of 49,527 that is headquarters to two large privately held Canadian companies — Tolko Industries, one of the country's biggest private forest-products firms, and Kal Tire, its largest independent tire dealer — and yet carries no major-industry assessment at all, because both are head offices: Tolko's mills sit in the villages around Vernon, not in it, and the city's real estate is a retail-and-office base 86% of it privately held, topped by two shopping centres that between them pay more tax than either head office.

Can you find out who owns it?

British Columbia's land title register is run by the Land Title and Survey Authority and anyone may search it, but every search is a paid transaction: the LTSA Customer Fee Listing as at 1 April 2026 prices a title search, and a search under section 377 of the Land Title Act, at $11.06. There is no bulk owner product and no price-paid file. The unusual piece is the Land Owner Transparency Registry, which names the individuals behind corporations, trusts and partnerships holding BC land and is free — the same fee schedule prices a search of publicly accessible information under section 35 of the Land Owner Transparency Act at NIL. Vernon publishes no ownership data of its own, and BC Assessment's site forbids commercial use of its values, so building-level ownership is a paid title search. What Vernon does publish, and few cities of its size do, is a ranked table of its twenty Principal Corporate Taxpayers with each one's general tax levy, in its audited annual report — which names the properties that matter, though not always who owns them.

The core land

The most valuable ground in the city, and what the public record says about it.

Vernon's assessment base says something plainer than its reputation. There is no major-industry assessment in the city at all — not one dollar — even though the head office of one of Canada's largest privately held forest-products companies is four storeys of it downtown. Tolko's own divisions list places its BC operations at Armstrong, Eagle Rock, Heffley Creek, Lake Country, Lavington, Lumby, Williams Lake and Soda Creek; none of them is Vernon. What Vernon actually is, on the roll, is $13.5–13.7 billion of houses and $1.9 billion of business-and-other, with $77–79 million of light industry and nothing heavier.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

The interesting thing about Tolko in Vernon is that the company is not a landholder in Vernon. It is a tenure holder around it. The province's records put 110,510 ha of Tree Farm Licence 49 and 527 active cutting authorities over 54,850 ha in Tolko's name — all of it licence over Crown land, none of it owned — while inside the city Tolko is a four-storey office paying $175,000 of tax. Land inside Vernon is 86.4% privately held in 10,132 separate parcels, the most dispersed ownership of any record in this section; the largest single holders are the City itself, the Crown and the federal government.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Vernon issued 171 residential building permits in 2025 for 244 new residential units, with $112.4M of residential construction value inside a $204.9M all-sector total — a smaller number of permits at higher average value than in 2022–23. There is no homes-per-builder league table for British Columbia: the province licenses residential builders and warrants new homes, but BC Housing's New Homes Registry does not publish per-builder counts, and BC Assessment's values may not be reused commercially. The one public, checkable register is BC Housing's Licence Registry, which on a By-City search for Vernon returns 160 residential-builder licences in good standing — 143 of them named companies, the rest numbered companies and individual licensees, who are not named here. That is the honest figure: Vernon's housing is built by a very long tail, not by three volume builders.
