Welland, Ontario
One landowner holds a tenth of Welland: the federal register puts 833.54 hectares of the Welland Canal corridor inside the city, Crown-owned with Transport Canada as custodian, against a municipality of 81.04 square kilometres - and the next largest holdings are a 500,000-square-foot mall whose licensor entities are named only in its own insurance recital, and 58 acres of Ridge Road farmland the city itself bought in 2025 to become its seventh business park.

Ontario's land registry is the official record of who owns what: ServiceOntario states it "contains the official records of property ownership and other legal interests such as mortgages, transfers and leases" and that it "covers more than 7.4 million parcels of land in the province". It is public but not open - the same page says the services "are only available online" and that on OnLand "You can do a self-search for a fee", and the fee bulletin effective 2 November 2026 prices a copy of a parcel register, the document that names the registered owner, at $37.10 per PIN. There is no bulk ownership extract at any price, and MPAC's per-property values are login-only and still pegged to fully phased-in 1 January 2016 current values for the 2026 tax year. Ontario publishes no price-paid file. In Welland the register's absence shows up twice over: the city's biggest commercial asset, Seaway Mall, has no owner on any filing - the only corporate names attached to it anywhere public are in the insurance clause of its own specialty-leasing terms - and the city's own land purchases are announced without a price. The federal real property register fills part of the gap, because it is the one free owner register that covers a Canadian city parcel by parcel, and in Welland it is the canal that dominates it.

The core land
The most valuable ground in the city, and what the public record says about it.
No individual Welland assessment is public - MPAC's values are login-only and still fixed at fully phased-in 1 January 2016 current values for the 2026 tax year. The open figure is the city's own Financial Information Return, filed with the province and published as bulk CSV under the Open Government Licence - Ontario (Welland's 2025 record last updated 6 August 2026). It shows a tax base that is 89.4 per cent residential, an office-building class of $6.26 million for the entire city, and a region that levies more tax in Welland than the city does.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Welland is the clearest case in this batch of a city whose largest landowner is the Crown. Transport Canada's canal parcel alone is 833.54 hectares - 10.3 per cent of the municipality - and no private holding established on any opened document comes within two orders of magnitude of it. Below the canal, the identifiable holders are the city itself, buying farmland to re-sell as serviced lots, and the companies behind the mall.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Welland's new-home market is built by Niagara families on freehold lots, and the HCRA's Ontario Builder Directory counts them: 153 licence records carry a Welland address, 20 of them currently Licensed, and the top three groups account for more than 580 of the roughly 760 possessions recorded against the city's licensees since 2016. Two Greater Toronto platforms show up only through project companies named for Welland and registered elsewhere. The caveat that governs every figure here: the directory gives the licensee's registered address, not where the homes were built.

Commercial landlords

Welland has no REIT landlord that files a property table naming it, and an office-building class assessed at $6.26 million for the whole municipality. Commercial ownership here is one mall, one set of city-owned business parks, and a handful of private landlords who appear only as the counterparty to a federal lease. The mall is also about to stop being purely commercial: its own development page says the parking lot past the cinemas to Lancaster Drive "will be closed off for the demolition" to make way for housing on the site.

The class is assessed at $72.92 million in the 2025 return but MPAC publishes no parcel-level data and no manufacturer in the city files a property schedule that names a Welland site; the names circulating in economic-development material could not be tied to a parcel.
- What the City of Welland's other six business parks contain. The November 2025 release refers to a "growing network of employment lands" and to the Ridge Road site as the seventh park, but publishes no inventory, no acreage and no map.
- The price the City of Welland paid for 432 and 476 Ridge Road, and the identity of the vendor. Neither appears in the release.
