West Kelowna, British Columbia
West Kelowna is a $15.7 billion roll made almost entirely of houses, and the two largest footprints inside its boundary are not freehold at all: 5,668 hectares of Crown land under a Westbank First Nation community forest licence, and 2,134 hectares of provincial Crown parcels. The City itself holds $111.2 million of land at cost, 22 of its 22 winery licences are held by 17 companies with Terrabella Wineries holding five and Mark Anthony Group two, and the two biggest shopping centres serving the town sit on reserve land outside the municipality entirely.

British Columbia's land title register is open to anyone but priced per search: $11.06 for a search under section 377 of the Land Title Act on the LTSA fee listing current at 1 April 2026, with no bulk owner product and no price-paid file. The free half of the picture is the Land Owner Transparency Registry, which since 30 November 2020 has required corporations, trusts and partnerships registering an interest in BC land to name the individuals behind them, and a search of the publicly accessible part is priced NIL. West Kelowna also appears on LTSA's Tax Certificates Online table at $110.26 a certificate — still listed under its pre-2015 name, "West Kelowna, District" — which is the practical cost of finding the taxpayer of record on a given parcel. One caution specific to this city: the two Westbank First Nation reserves on its edge, Tsinstikeptum 9 and 10, are not in the municipality and not in the provincial land title system; they are federal land with their own register, and the ca-westbank record deals with them.

The core land
The most valuable ground in the city, and what the public record says about it.
West Kelowna's roll is $15.7 billion and 91% of it is houses. What makes the place unusual is the ground behind the houses: a 120-metre grid of the province's own ownership layer puts 35.6% of the municipal boundary inside a community forest agreement held by Westbank First Nation over Crown land, against 30.0% private parcels. Note that the legal boundary includes about 3,200 hectares of Okanagan Lake, and that the layer's "Forest Management Unit" class is a residual — land with no other classification — so neither share should be read as a property holding. The hard numbers are the roll, the City's $111.2 million of land at cost, and the 201 parcels of five hectares or more that ParcelMap BC places inside the boundary.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Concentration in West Kelowna runs through four channels and only one of them is a private company. The province holds 2,134 hectares across 46 large parcels. Westbank First Nation holds a community forest licence over 5,668 hectares of Crown land inside the municipal boundary — a licence to harvest Crown timber, not freehold — and separately owns at least one fee-simple parcel inside the city. The City holds $111.2 million of land at cost. And the only owner-by-name record the city publishes is a tax exemption bylaw covering 22 properties, almost all of them churches and charities.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
West Kelowna publishes something most small BC cities do not: a parcel-by-parcel building permit list naming the contractor. Our own tally of its 2025 detailed building permit statistics finds 50 permits with the work class "01-New construction" on residential building types, carrying $51.8 million of stated construction value, plus ten non-residential new-construction permits. The striking number is that 19 of the 50 name no contractor at all — the field reads "Private", meaning an owner-builder — so there is no dominant homebuilder here. No named firm took more than four permits in the year. Two caveats: the contractor column sometimes carries a designer rather than a builder (Lime Architecture Inc, Nejmark Architect), and Statistics Canada's publication of CMHC starts has no West Kelowna geography — the Kelowna census agglomeration absorbs it.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
West Kelowna's business-and-other assessment class is worth $1.02 billion and its light industry class $278.7 million, and the honest finding about its commercial property is geographic: the two largest shopping centres that serve the town are not in it. Okanagan Lake Landing (127,000 sq ft) and Snyatan (94,000 sq ft) both sit on Tsinstikeptum Indian Reserve No. 9 and No. 10, outside the municipal boundary and outside the provincial land title system, and both are held by Westbank First Nation's development company — that is the ca-westbank record. Inside the city, the largest documented commercial interests are wine companies: 22 Manufacturer licences held by 17 companies, with Terrabella Wineries holding five and Mark Anthony Group two.

- The registered owner of every commercial building in West Kelowna. No source publishes building-level ownership here. The City's exemption bylaw names 22 owners and stops; establishing the rest means buying $11.06 title searches parcel by parcel.
- The City of West Kelowna's 2025 annual report narrative, including its own building-permit and housing-unit totals and any top-taxpayer table. The City publishes 2022–2025 annual reports only through Issuu, which renders by JavaScript and could not be read. The audited consolidated financial statements for 2024 and 2025 were opened as direct PDFs and are the source for the land and asset figures here.
