Germany's land register opens only to someone who can show a legitimate interest, so in Berlin and Frankfurt the owners who can be named are the ones who name themselves — pension funds, insurers, listed landlords and the state — while a city-wide majority voted in 2021 to expropriate the largest of them and no flat has changed hands because of it.

Can you find out who owns it?

Ownership in Germany is recorded in the Grundbuch kept by each Amtsgericht, and § 12 of the Grundbuchordnung limits who may look: 'Die Einsicht des Grundbuchs ist jedem gestattet, der ein berechtigtes Interesse darlegt' — inspection is open to anyone who demonstrates a legitimate interest, which curiosity, research and journalism are not. The federal-state justice portal says the same of the electronic route: 'Die Einsichtnahme ist kostenpflichtig und an die Erfüllung von Zulassungskriterien geknüpft.' The fees, once admitted, are small — EUR 10 for a plain Grundbuch printout and EUR 20 certified (GNotKG KV 17000–17001), EUR 8 per Grundbuchblatt retrieved electronically (JVKostG KV 1151) — but there is no bulk product and no sales list. What is open is value, not ownership: each city's Gutachterausschuss publishes Bodenrichtwerte (standard land values per zone, free in Berlin's BORIS and Hessen's open geodata) and aggregated market reports built from every notarised sale, never naming a party or a parcel. Berlin and Frankfurt share one regime and are one record here; every building and figure below says which city it belongs to.

Search-engine entries for the bank's own newsroom carry a release of 30 September 2016, 'Commerzbank sells Commerzbank Tower to Samsung SRA Asset Management', describing a sale with a 15-year lease-back — but both indexed newsroom paths now 404 and the IR host is an unreadable JavaScript shell, so the release could not be opened and no owner is asserted. The most valuable ground in the city, and what the public record says about it.

In a closed-register country the public record of 'who owns the city' is political and corporate rather than cadastral. Berlin's 2021 referendum put a number on how many citizens wanted the largest landlords expropriated; the state's six housing companies and the listed landlords put numbers on how much they hold; the Gutachterausschuss puts numbers on land values and total turnover — and no public document puts a name on a parcel.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

There is no German builder league table, and Destatis/AfS completions pages could not be opened, so the table is built the only way Germany allows: from what landlords state about their own stock. Berlin is a landlord city — six state-owned companies hold 404,170 flats and Vonovia's Deutsche Wohnen about 100,000 more, which is why a referendum, not a sales register, is the city's defining ownership document. Frankfurt's counterpart is the city-owned ABG with about 55,000 flats and the Land's Nassauische Heimstätte | Wohnstadt with 61,000 across Hessen. Each figure says which city.

Commercial ownership in both cities is disclosed only by the owners that are listed, regulated or foreign: insurers and pension funds buying towers forward, open-ended funds, and a handful of listed landlords whose asset lists name the city. Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The current owner of the Commerzbank Tower: the bank's indexed 2016 release describes a sale to Samsung SRA Asset Management with a 15-year lease-back, but it could not be opened on any Commerzbank host; the pack's 'Commerzbank AG (owner-occupier)' is in any case contradicted by that snippet.
  • Whether Helaba owns MAIN TOWER or occupies it: its site operates and lets the tower and gives it as the bank's seat, but no opened page says Eigentümer.
  • Berlin's 2025 Geldumsatz and number of Kauffälle: the Gutachterausschuss publishes them as PDFs (Vorläufige Jahresumsätze 2025, 21 Apr 2026; Immobilienmarktbericht 2025/2026, 31 Jul 2026) that returned 429 to this research.
