Tokyo — the 23 special wards (特別区)
Japan's land register is open to anyone for a statutory fee — ¥140 shows the registered owner of one parcel or building, ¥330 the full register — but only one parcel at a time: there is no bulk owner file at any price, transaction prices are published anonymised to the chōme, and the towers of Marunouchi, Roppongi and Shinjuku are known to be Mitsubishi Estate's, Mori Building's, Mitsui Fudosan's and the J-REITs' because their own filings say so.

Real property registration (不動産登記) is run by the Ministry of Justice through its Legal Affairs Bureaus, and Article 119 of the Real Property Registration Act says that anyone (何人も) may, on paying the fee, request a certified extract of the register (登記事項証明書) — no reason, interest or identity is asked. The register records the parcel or building's physical description, every owner with the cause and date of acquisition, and mortgages. A certified extract costs ¥600 at the counter, ¥520 requested online and posted, ¥490 requested online and collected (fees from 1 April 2025); the uncertified online route, the 登記情報提供サービス, sells the owner particulars (所有者事項) of one parcel or building for ¥140 and the full register (全部事項) for ¥330, as a PDF, with a one-time credit-card ID and no registration. Searches are by lot number (地番) or building number (家屋番号), not street address, and strictly one at a time: no bulk owner dataset exists. Prices run the other way — MLIT's Real Estate Information Library publishes every reported transaction price with its area, use and quarter, but generalised to the chōme with no address and no party, and the annual 地価公示 land-price points are open data.

The core land
The most valuable ground in the city, and what the public record says about it.
Tokyo's most valuable ground is measured by two public yardsticks and no roll: MLIT's 地価公示 (standard-lot prices at 1 January, open data) and the National Tax Agency's 路線価 (street-frontage values for inheritance tax). Neither is a parcel-level valuation — 固定資産税 assessed values are not public — and the one price register, MLIT's transaction data, is anonymised to the chōme. Both yardsticks put the peak on the Ginza 4-chome crossing, and both set records in 2026.
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Tokyo has no official builder league. The Tokyo Metropolitan Government publishes housing starts monthly from MLIT's 建築着工統計, and the private 不動産経済研究所 counts new condominium supply by developer group; the figures below are its 首都圏 (Tokyo, Kanagawa, Saitama, Chiba) counts for 2025, which is the closest thing to a ranking. The market is rental-led: of 122,130 units started in Tokyo in 2025 (−0.8%, a third straight fall), 67,356 were 貸家 (rental), 41,209 分譲 (for sale: 24,238 condominium flats and 16,257 detached houses) and 12,882 持家 (owner-built); the 23 wards took 93,239 starts (−5.3%) and the three central wards 5,442. Condominiums are built by the listed integrated developers; detached houses by builders such as Iida Group and Open House, whose detached-house counts were not sourced here.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Tokyo's office market is owned by a handful of integrated developers whose securities reports (有価証券報告書) list their buildings with floor areas and book values, by one large unlisted developer that discloses as a bond issuer, and by J-REITs that publish acquisition prices and appraisals. The figures are in each source's own units and are not comparable: Mitsubishi Estate reports its Marunouchi floor space, Mori Building a building count and area, Sumitomo Realty and Mitsui Fudosan a leasing segment, and the REITs their portfolios.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The co-owners of Tokyo Midtown. Mitsui Fudosan's filing marks the complex's area as the group's share-converted figure (持分換算) and names no partner.
- The interests of East Japan Railway Company and Tokyo Metro in Shibuya Scramble Square's East Tower: the operating company lists them as shareholders, but their own filings were not opened, so only Tokyu's holding is recorded.
- Any Japan Post interest in Azabudai Hills Mori JP Tower, which the tower's name implies; no document opened states it.
- The date Nippon Building Fund acquired Shinjuku Mitsui Building: the deck states the ¥170,000 million acquisition price but not the date, and NBF's property pages 404 to scripts, so no acquisition row is recorded.
- Hulic's Tokyo holdings — its business page says it owns 'a large number of office and commercial buildings … mainly in Tokyo's 23 wards' but states no figure, and its company and IR pages 404; it is not listed as a landlord.
- Per-ward transaction counts and prices from MLIT's XIT001 API, which needs a free registered key that was not applied for; the library's terms forbid scraping the site.
