Qatar's register is closed — the Ministry of Justice issues an ownership statement to an identified applicant for QAR 50 and publishes every registered sale anonymised each week — so the Doha towers whose owners can be named are those held by the exchange-listed developers and the state's own property companies.

Title in Qatar is held by the Real Estate Registration Department of the Ministry of Justice under Law No. (14) of 1964, and the register is not public: there is no owner name-search and no bulk extract, and the one ownership document the Ministry issues online — an 'Ownership Statement' of the current and previous owners of a property, QAR 50 — is a service to an identified applicant presenting an ID card, passport or commercial register, not a public search. What the Ministry does publish is unusual: a weekly sales bulletin as PDF, XLSX and CSV listing every registered sale with its municipality, district, property type, area, price per square metre and price under an encrypted transaction and parcel number and no names, plus monthly, quarterly and annual roll-ups. Who may own at all is set by Law No. (16) of 2018 and Cabinet Decision No. (28) of 2020: non-Qataris may hold freehold in nine named areas — West Bay Lagoon, The Pearl, Al Dafna 60 and 61, Onaiza 63, Al Khor Resort, Lusail, Al Kharayej and Jabal Thuaileb — and a renewable 99-year usufruct in sixteen districts of Doha from Msheireb to the old airport, with a residence permit attached to a purchase of QAR 730,000 and permanent-residency privileges above QAR 3,650,000. Cabinet Decision No. (21) of 2026 added a tenth freehold area, the Simaisma resort project, and replaced the maps.

The core land
The most valuable ground in the city, and what the public record says about it.
Doha has no assessment roll and a closed register, but the Ministry of Justice publishes every registered sale each week, anonymised, with its municipality, district, area and price — so the city's ground can be priced sale by sale even though it cannot be attributed to an owner. The bulletin's own municipality field puts West Bay, Al Sadd, Msheireb and The Pearl Island inside Doha Municipality and Lusail inside Al Daayen; the figures below are Doha Municipality only, except where marked. The largest disclosed holdings are the listed developers' balance sheets.
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Doha's new homes come from two very different systems. Most of the city's housing stock is built by Qatari landowners on their own plots and by the listed groups as rental compounds that they keep — Barwa and Ezdan are landlords first, counting tens of thousands of units they let. Homes for sale to foreigners are confined to the designated freehold and usufruct areas, where a master developer sells off-plan or completed apartments; inside Doha Municipality that means The Pearl and Gewan islands (UDC) and West Bay Lagoon, while Lusail, the largest such zone, lies in Al Daayen and is outside this city. There is no official league table: the figures below are the companies' own, on different bases.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
With the register closed, Doha's commercial ownership record is what the three QSE-listed groups and the state's own property companies say about themselves, and they are linked: Qatari Diar, created by QIA, owns 45% of Barwa and supplies its chairman, and QIA's chief executive chairs Katara Hospitality. The bases differ — Barwa reports a balance sheet and floor area, Ezdan floor area, UDC leasable area, Katara keys — and Barwa's and Ezdan's figures are Qatar-wide, not Doha-only. Private holders such as QIPCO and the family groups file nothing and are absent.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The title-holders of Doha Tower (Burj Doha) and Tornado Tower — the second is managed by QIPCO's Tornado Company, which is not ownership; no filing names either owner.
- The shares of Qatar Foundation and the Qatar Investment Authority in Msheireb Properties, and whether every Msheireb Downtown building is held by Msheireb Properties itself — the about page says only 'backed by'.
- Who bought the Qatar Energy Towers (~QR 11bn) and the Commercial Avenue (~QR 9bn) from Barwa — Barwa states the values but not the buyers; Qatari Diar now lists the Commercial Avenue among its projects, and the Avenue's municipality was not established, so it is not a marquee entry.
- Katara Hospitality's shareholder — its about page carries QIA and Qatar Holding sections and its chairman is QIA's chief executive, but no page opened states the holding.
- Price-per-sqm benchmarks over a longer period than one week — the MoJ publishes monthly, quarterly and annual roll-ups, of which only the September 2026 transaction count was opened.
