EHS Software — Incidents, Inspections, Permits and the OSHA Log Across Every Industrial Site
Entry signal — what decides who wins here
One thing must be trueEntry turns on a single condition that can be named and tested before much is spent. Clear it and this becomes an execution question; fail it and no amount of operating skill helps.
Displace an incumbent the screen found well defended — payments attached to the workflow, data that does not leave, a contract that renews itself. Share here means giving a buyer a reason to break something that currently works, which is a higher bar than being better.
Measured, not forecast: the share of US establishments opening in one year that were still active later. It counts good operators and bad ones together, which is exactly why it is the honest answer to “what are the odds”. It is for the whole sector rather than this market, and the ten-year figure comes from an older cohort because no younger one has reached ten years.
This is not a probability of success, and it is not a verdict on you. No survival probability is published per market, and inventing one would be worse than saying so. What the bar reads is how much of the outcome sits inside an operator's control: green means the hurdles are ones a better operator clears, red means the binding constraint is capital, an asset or a permission rather than execution. Someone arriving with an advantage this screen did not assume can win a market shown in red.

The binding constraint — incumbent vulnerability
Private equity has already bought this category, layer by layer, and the bottom is held by a freemium app worth A$2.5B. Every enterprise EHS suite named in the brief has changed hands in the last nine years. Industrial Scientific, a Fortive subsidiary, agreed to buy Toronto's Intelex for about $570M in 2019 [B]. CVC Growth bought VelocityEHS with a stake in Bolt Solutions for $328M in 2017 [A, Actua 8-K]. Blackstone bought Sphera from Genstar at a $1.4B valuation in 2021 [B]. Thoma Bravo took a majority of Toronto's Cority in 2019 [B] and was reported running a roughly $2B sale in 2024 [C]. Quentic went to AMCS, ProcessMAP to Hg-backed Ideagen, Alcumus's software to Apax-backed EcoOnline, Donesafe to Waud-backed HSI, and Vista took a minority of Benchmark Gensuite [B, company releases]. Below them, SafetyCulture — now trading as Mitti — publishes a free tier for up to 10 users and $24 a seat a month on annual billing, and claims about 85,000 businesses [C]. The regulatory pull is real but small. OSHA's 2023 rule makes establishments with 100+ employees in designated industries file Form 300 and 301 data electronically, and OSHA itself costs that at about $136 a year per affected establishment [A]. In Canada, injury reporting runs to provincial boards (WorkSafeBC: within 72 hours) rather than through a national electronic log [A]. And the ESG upsell every vendor added in 2021–23 is shrinking with CSRD scope (see the ESG compliance record). This record is the operational safety system — incidents, inspections, permits, training, contractors. It differs from the ESG reporting, carbon accounting and procurement records, which cover the disclosure layer these same vendors cross-sell into. Safety data sheets are a separate record. Incumbent vulnerability decides it: there is no unowned middle left to take.

Nobody here publishes revenue. The market is not sized for that reason — an estimate built on nothing would only look like knowledge.

Published per-seat pricing
Open source · none — there is no price floor
No maintained open-source EHS suite was found in this screen, and none is asserted. The free alternative that actually caps pricing is SafetyCulture's proprietary free tier, plus the spreadsheets and paper OSHA forms most small employers still use. Government bodies also give tools away — CCOHS runs its own SDS service (CANManage) — which narrows the paid market at the low end.
The price floor here is set by a freemium mobile app, not by open source. SafetyCulture (Mitti) gives inspections and incident reporting away for teams of up to 10 and sells the rest at a published $24 a seat a month. Everything above that is quoted privately by suites that PE owners have assembled out of acquisitions, and none of them publishes revenue.
Evidence
Evidence. Opened 2026-10-13. Tier A: Actua Corp 8-K exhibit 99.1 of 2017-09-25 on EDGAR ($328M for VelocityEHS plus the Bolt interest, enterprise value $354M); the OSHA final rule in the Federal Register of 2023-07-21 via govinfo.gov (effective 2024-01-01; 100+ employee threshold; ~463,000 establishments filing 300A; $136/year per 100+ establishment); WorkSafeBC's reporting page (72 hours). Tier B, company and investor releases opened: Industrial Scientific (Intelex, ~$570M, JMI seller, Fortive parent); Sphera (Blackstone completion, $1.4B, Genstar); Cority (Thoma Bravo 2019, Toronto dateline); CVC (VelocityEHS agreement); Verdantix blog (Partners Group minority 2022); SafetyCulture media release on mitti.com (A$165M at A$2.5B, Airtree lead); Ideagen (ProcessMAP, Hg majority); EcoOnline (Alcumus software, Apax); Benchmark Gensuite (Vista minority); Donesafe blog (HSI, Waud); Quentic (AMCS); Pulse 2.0 (Intenseye $64M Series B, Lightspeed, over $90M total). Tier C: customer counts on vendor pages; Mitti's published pricing; the 2024 Cority sale report, which Sustainable Tech Partner relays from Reuters and says it did not confirm; a secondary-sale split in the SafetyCulture round seen only in a search summary and not stated here. NOT sourced: no vendor publishes EHS revenue and no market size was opened, so market size and vendor revenue are UNVERIFIED. Wolters Kluwer's site refused automated retrieval (robots.txt 403), so no Enablon or divisional figure exists here. Whether the 2024 Cority sale closed is unknown. Voxel's and Protex AI's funding was not opened. SafetyCulture's rebrand to Mitti is inferred from the 301 redirect and the 'Mitti (by SafetyCulture)' title, not from an announcement. The 541620 anchor is navigational; buyers are manufacturers, contractors, energy, mining, chemical and facility operators.
