Entry signal — what decides who wins here

One thing must be true
Structure decides One thing must be true Execution decides

Entry turns on a single condition that can be named and tested before much is spent. Clear it and this becomes an execution question; fail it and no amount of operating skill helps.

What you would have to beat

Displace an incumbent the screen found well defended — payments attached to the workflow, data that does not leave, a contract that renews itself. Share here means giving a buyer a reason to break something that currently works, which is a higher bar than being better.

Measured, not forecast: the share of US establishments opening in one year that were still active later. It counts good operators and bad ones together, which is exactly why it is the honest answer to “what are the odds”. It is for the whole sector rather than this market, and the ten-year figure comes from an older cohort because no younger one has reached ten years.

This is not a probability of success, and it is not a verdict on you. No survival probability is published per market, and inventing one would be worse than saying so. What the bar reads is how much of the outcome sits inside an operator's control: green means the hurdles are ones a better operator clears, red means the binding constraint is capital, an asset or a permission rather than execution. Someone arriving with an advantage this screen did not assume can win a market shown in red.

The binding constraint — incumbent vulnerability

One vendor owns the agency system of record, and the open space above it is already funded. Bullhorn has sold front-office, CRM and pay-and-bill software to staffing firms since the 2000s; Vista bought it in 2012, Insight Partners bought Vista's stake in 2017, and in September 2020 Stone Point Capital (then more than $26B of committed capital) became lead investor with Insight and Genstar staying in [B]. It keeps buying the edges: TargetRecruit, a Houston front- and middle-office product built on Salesforce, in August 2025, which Bullhorn says took its Salesforce ecosystem to 150,000 users [B for the deal; count C]. The next tier is owned by strategic buyers, not founders: The Access Group bought Vincere (20,000+ recruitment consultants) in January 2022 [B], JobAdder is funded by its parent SEEK (4,500 client accounts, 27,000 users in 2023) [C], and Loxo, bootstrapped for years, closed a growth investment led by Tritium Partners in a $115M transaction in February 2025 [B]. Avionté (Serent Capital) and TempWorks hold the US temp back office — timesheets, payroll and invoicing for contractors — where switching means moving pay and bill mid-cycle. Below them Recruit CRM, Crelate, Manatal, Zoho Recruit, Recruiterflow, Firefish, PCRecruiter and Mercury xRM (built on Microsoft Dynamics) fight for small desks on price. Sourcing sits with LinkedIn, whose revenue rose $1.4B or 9% in Microsoft's 2025 fiscal year with Talent Solutions inside it [A], and AI sourcing is the best-funded corner: SeekOut ($115M Series C at about $1.2B, 2022), Gem ($100M Series C at $1.2B, 2021) and Juicebox ($30M Series A led by Sequoia, September 2025) [B]. How this differs from its neighbours. 541514-ats-applicant-tracking-systems is the employer's own hiring system — Workday Recruiting, iCIMS, Greenhouse, Ashby — bought by a CHRO to fill its own jobs. This record is the agency's system: the candidate is inventory, the client is the customer, and the software must track fees, splits, placements and, for temp desks, every hour billed. 561320-temporary-staffing-agency and 5613-employment-services are the agencies themselves; 541514-eor-aor-international-hiring is the cross-border employer layer (Deel, G-P, Remote). Cross-border placement is the moving part. Agencies placing a foreign hire increasingly put the worker on an Employer of Record's payroll, or contract through an Agent of Record, rather than open an entity. Canada's routes are set by government: an LMIA under the Temporary Foreign Worker Program (low-wage positions need at least 8 consecutive weeks of advertising within the 3 months before applying) [A], the LMIA-exempt International Mobility Program (employer fee from $230) [A], and the Global Talent Stream, with a 10-business-day LMIA standard met 80% of the time [A]. In the US a September 2025 proclamation required a $100,000 payment on certain new H-1B petitions; a federal court vacated the guidance in June 2026, the First Circuit refused a stay on 24 July 2026, and DHS says it still plans to collect if the order is lifted [A]. That makes compliance a feature agencies want, and Bullhorn and the EOR vendors are both positioned to sell it. Incumbent vulnerability decides it: the core record is held by a PE-backed leader that keeps buying the gaps, the mid-market belongs to Access Group and SEEK, and the AI wedge has been funded at unicorn prices.

I

The incumbent

Who owns this market and who is coming for it. Fields a screen never reached say so rather than guessing.

Incumbent
Bullhorn (Stone Point Capital lead investor; Insight Partners and Genstar)
Scale
Private; no revenue published. Says it is the leading recruitment ISV in the Salesforce ecosystem with 150,000 users there after buying TargetRecruit in August 2025 [C]. Ownership chain: Vista (2012), Insight (2017), Stone Point lead (2020) [B]
Challengers
Vincere (The Access Group), JobAdder (SEEK), Loxo (Tritium Partners, $115M transaction 2025), Avionté (Serent Capital) and TempWorks in the US temp back office, Recruit CRM, Crelate, Manatal, Zoho Recruit, Recruiterflow, Firefish, PCRecruiter, Mercury xRM; AI sourcing from SeekOut, Gem and Juicebox; LinkedIn Recruiter as the sourcing layer every agency rents
Lock-in mechanism
Strong for temp and contract desks, weak for perm-only desks. Where the system runs timesheets, payroll and client invoicing, switching means moving pay-and-bill and every open assignment mid-cycle — the reason Bullhorn, Avionté and TempWorks sell back office. A perm agency's candidate and client database exports, so recruiter CRMs compete on price and features
Price movement
Not assessed — no vendor in the opened set publishes a comparable per-seat price for the full agency suite
Is the buyer consolidating?
Yes — Software buyers consolidate (Access Group, SEEK, Serent, Tritium, Stone Point all bought in), and the agencies themselves are under pressure: the neighbouring 5613 record found Robert Half's revenue down to $5,379M with permanent placement down 10%, and 1,466 of 4,708 Canadian placement establishments with fewer than five people

LinkedIn Recruiter (Microsoft)A not disclosed — The sourcing tollbooth every agency pays; Microsoft reports LinkedIn revenue up $1.4B or 9% in fiscal 2025 and 1.2 billion members, with Talent Solutions not broken out [A]

Nobody here publishes revenue. The market is not sized for that reason — an estimate built on nothing would only look like knowledge.

Evidence

Evidence. Market size and vendor revenue UNVERIFIED — no agency-software vendor publishes revenue, and the only tier-A money figure is Microsoft's LinkedIn line, which does not break out Talent Solutions. Opened and read 2026-10-13: Bullhorn's TargetRecruit release (2025-08-01) [B for the deal, user count C]; Art Papas's Bullhorn blog post on Stone Point (2020-09-09) and Willkie Farr's deal note (2020-09-11) [B]; The Access Group's Vincere release (published 2022-01-06) [B]; JobAdder's SEEK reinvestment post (2023-03-27) [C, vendor]; Tritium Partners' Loxo release on PR Newswire (2025-02-20) and Loxo's own about page ('after years of being bootstrapped... over $115M') [B]; Citizens' WorkN/Avionté advisory note naming Serent Capital (2021) [B]; People Matters on Juicebox (2025-09-26, total $36M per TechCrunch, which was not fetched) [B]; Recruiting News Network on SeekOut's Series C (2022-01-12) [B]; Gem's Series C post [B for the round]; Microsoft's 2025 annual report (LinkedIn +$1.4B or 9%, 1.2 billion members) [A]. Government: USCIS H-1B FAQ (updated 2026-07-28: $100,000 payment, State of California v. Mullin vacatur, First Circuit stay denied 24 July 2026) [A]; ESDC Global Talent Stream page (10 business days, 80%) [A]; ESDC low-wage LMIA page (8 consecutive weeks of advertising) [A]; IRCC International Mobility Program page (fees from $230) [A]. The 15–25% contingency fee is from an HR glossary (taggd) [C]; no regulator or listed agency publishes it, and job-board posting costs were not sourced. Home pages opened and checked: Bullhorn, JobAdder, Loxo, Crelate, Manatal, Recruit CRM, Zoho Recruit, Avionté, TempWorks, Firefish, Tellent Recruitee, PCRecruiter, Juicebox, SeekOut, Recruiterflow, Ceipal, JobDiva. vincere.io returned 403; Mercury xRM's site did not respond; linkedin.com bars Claude in robots.txt and was not fetched; Business Wire, Staffing Industry Analysts, Hunt Scanlon and recruiter.co.uk returned 403 to robots.txt; TechCrunch was not fetched by rule. Crelate's and Manatal's funding appears only on aggregators (CB Insights, Caplight) and is NOT used; Firefish's £4M from Foresight was seen only in search results. TempWorks' ownership was not established. No Canadian agency-software vendor was confirmed — TalentNest (checked) sells to employers.
